The Army Contracting Command, Aberdeen Proving Ground (ACC-APG) intends to award an Cost Plus Fixed Fee contract for U.S. Army Food Management Information System.

This is a Request for Information (RFI) only. Do not submit a proposal or quote. After reviewing the description of requirements, interested capable contractors are invited to provide responses to the following questions. Responses should follow this format and be submitted electronically as one complete document. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow-up information request.

The purpose of this (RFI/Sources Sought is to identify potential active certified small business sources that can provide the U.S. Army Food Management Information System(AFMIS) support to the Communications Electronics Command (CECOM) Software Engineering Center (SEC), Enterprise Information Systems (EIS) Directorate.

Services include dedicated, on-site support and maintenance for the CECOM SEC-EIS in the following:
• Software Engineering
• System Administration
• Testing Support
• Configuration Management
• User Support
• Quality Improvement
• Meetings, Conferences and Demonstrations
• Project Management

Background Information: The AFMIS is operational at Army installations, U.S. Army Reserve centers and Army National Guard armories worldwide. AFMIS is currently operational at 65 Active Army installations in troop issue subsistence activities, food program management offices, and dining facilities. Each installation has one subsistence supply activity and one food program management office. AFMIS is also operational in about 450 Active Army dining facilities and at about 3,500 Army Reserve and 2,500 National Guard units. AFMIS includes a Decision Support System (DSS) available to food program managers and logisticians at all levels of Command.

The Government anticipates a cost plus fixed fee contract consisting of one 12 month base period and 2 12-month option periods.

2. Please identify your company's small business size standard based on the applicable NAICS Code 541 - Other Computer Related Services.  Additionally, please identify any other socio-economic categories your company qualifies for. The Small Business Size Standard for this NAICS code is $25.5M For more information refer to http://www.sba.gov/content/table-small-business-size-standards.

3. If you identify your company as an active small business company, is your company interested in a prime contract for the U.S. Army Food Management Information System(AFMIS) support to the Communications Electronics Command (CECOM) Software Engineering Center (SEC), EIS Directorate.

4. Under the current Small Business recertification regulations, do you anticipate your company remaining an small business contract, under NAICS Code 541 - Other Computed Related 541519.
a. What percentage of this requirement do you plan to perform in house (not sub-contract out)? Also indicate (with supporting rationale) if/how your company would be compliant given the restrictions identified in the Defense Authorization Bill 2013, which states that at least 50 percent of the total contract cost will be performed by the small business prime contractor or small business similar situated entities.

5. Please provide details regarding proposed joint ventures, teaming arrangements, strategic alliances, or other business arrangements to satisfy requirements of the entire PRS. Offerors are encouraged to identify teams, indicating each team member's size status based upon the NAICS code of the work that the team member may be doing. Please list the process used in selecting the teaming members.

6. Is your company currently providing similar services to another government agency (you may also include contract #s for government) or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customer's identity, please address whether your company offers the same or similar services commercially.

7. Interested companies may also provide a quote mark White Paper quote mark (no more than 5 pages in length) describing how its products and technical expertise could produce and deliver such capabilities as described in the requirements. Also, identify your company's past and current customers to which you provided similar products, including a customer/company name and point of contact, phone number and address/e-mail where they can be contacted. White papers and other submitted information will be reviewed by government personnel only.

8. What are the core competencies of your employees that support Army Information Food Management Systems? Also, provide the total number of individuals currently employed by your company that support your systems program.

9. Describe any experience supporting Foreign Military Sales programs that requires overseas travel.

10. Does your company have a DCAA approved accounting system?
