NASA/Marshall Space Flight Center (MSFC) has a requirement for the continuation of Human Capital Support Services for the National Aeronautics and Space Administration (NASA), George C. Marshall Space Flight Center (MSFC) under contract NNM14AA15C.  Aetos currently provides base level of services at a Firm Fixed Price (FFP) and FFP Indefinite- Delivery Indefinite-Quantity (IDIQ) services for academic/education-related activities and ancillary activities across the broad spectrum of the human capital discipline area in its strategic, operational, and administrative roles at MSFC. 

NASA Office of the Chief Human Capital Officer (OCHCO) is presently engaged in the Mission Support Future Architecture Program (MAP) activity to determine the Agency solution for Human Capital Support Services for all Centers. In order to create a bridge until the award of a follow-on contract, an extension for up to two years is necessary to provide these very critical services without interruption. This action is intended to extend the period of performance from December 1, 2019 through potentially November 30, 2021, to allow sufficient time for planning and to align other Centers’ requirements as deemed appropriate to meet the MAP guidelines.

The contract extension will provide the continuity of services that include Human Resources support in the areas of strategic planning and metrics, organizational development expertise, staffing and classification, employee recruitment, motivation and retention, awards, human capital information technology, employee health, workforce trending and analysis, statistical analyses, training, education, customer service, performance management, coaching, mentoring, communication skills, career assistance/transition, employee and labor relations, and academic affairs.  Additionally, materials for training and development, travel requirements, visiting researchers, grant coordination, workshops, exhibit planning, internship support, education resources, informal education opportunities, and strategic, operational and administrative support across the spectrum of the human capital discipline is provided under IDIQ.

This recommendation is made pursuant to FAR 6.302-1, which implements the authority of 10 U.S.C. 2304(c)(1) for the acquisition of supplies and services from only one responsible source and no other supplies or services will satisfy Agency requirements.  In accordance with FAR 6.302-1(a)(2)(iii), services may be deemed to be available only from the original source for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the Agency’s requirements.  FAR 6.302-1(b)(1)(ii) provides that use of this authority may be appropriate in a situation when there is a reasonable basis to conclude that the Agency’s minimum needs can only be satisfied by services available from only one or a limited number of sources with unique capabilities.

The Government does not intend to acquire a commercial item using FAR Part 12.
