NIST IS CONDUCTING A MARKET SURVEY TO IDENTIFY THE AVAILABILITY AND INTEREST OF ALL INTERESTED SMALL BUSINESS CONTRACTORS THAT CAN MEET THE MINIMUM EVALUATION FACTORS BELOW. "INTERESTED CONTRACTORS" WOULD INCLUDE QUALIFIED SMALL, SMALL DISADVANTAGED BUSINESS (SDB), SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). HISTORICALLY UNDERUTILIZED BUSINESS ZONES (HUBZONE), WOMAN OWNED SMALL BUSINESS (WOSB) AND CERTIFIED 8(A) FIRMS, AS POTENTIAL OFFERORS FOR THE DESIGN-BID-BUILD CONSTRUCTION SOLICITATION FOR THE NATIONAL INSTITUTE OF STANDARDS OF TECHNOLOGY (NIST), LOCATED IN GAITHERSBURG, MARYLAND


The North American Industry Classification (NAICS) code for this project in 236220 (Commercial and Institutional Building Construction) with a size standard of $36.5 million.


GENERAL REQUIREMENTS:


1.    Introduction: The National Institute of Standards and Technology (NIST), Gaithersburg, MD is comprised of more than 30 buildings situated on a 578-acre campus. Building 301 is the Supply and Plant building, which houses a storeroom for supplies, engineering offices for site repairs and improvements, offices for acquisition management functions, and the NIST Manufacturing Extension Partnership (MEP) headquarters. MEP partners with small to medium size manufacturers to enhance the productivity and technological performance of U.S. manufacturing.
Project Description: The MEP offices are located in the C Wing of Building 301. These offices, plus a section of B Wing offices, were converted from warehouse space circa 1995. The total approximate square footage is 20,000 (single story). The conversion of the space included the installation of five rooftop air conditioning units to condition the space. Operation and maintenance of the rooftop units has been problematic for many years, and NIST desires to replace these units with a single air conditioning unit located in an existing adjacent space within the building. Concurrently the MEP office space will be renovated, and the adjacent B Wing offices will be converted to an open office floor plan (approximately 5,000 square feet). New ductwork and temperature controls will be installed for both office areas. Electrical service for the new equipment will be necessary, as well as for the new B Wing office area. Life safety equipment (sprinkler and fire alarm) will have to be modified to meet current codes and new layout. New finishes will include paint, flooring, and ceiling. New workstations for the B Wing offices shall be laid out and provided.
The contractor will be responsible for designing mechanical, electrical and architectural modifications, as well as sizing equipment and supporting services for the renovation.
2.    General Experience Required: The contractor shall have extensive previous experience in all aspects of design-build construction of office space to include mechanical, electrical, life safety and architectural specialties. The contractor shall have the full range of engineering, design, and subcontractor specialties at its disposal to plan and construct building modifications for an office type occupancy. The contractor shall have experience in developing reliable cost estimates and shall have demonstrated the ability to complete work on time.



1.    Submittal Requirements: It is requested that interested small businesses certified within the Washington, DC, Maryland, and Virginia area only submit to the contracting office a brief capabilities statement in regard to General Experience Required (3 page maximum single sided only) in addition to the attached Contractor Information Form. No additional pages will be considered.
2.    Relevant Project Experience: Provide no less than three (3) completed design-build construction projects, to include experience in performing efforts of the general scope, similar in size and complexity of construction contracts within the last 60 months, including contract number, indication of whether prime or subcontractor per applicable NAICS code on the attached Project Information Form ONLY. No additional pages will be considered.
Indicate design & build experience for commercial or Governmental shell fit out/tenant improvement for an office space greater than 15,000 square feet.
Include each contract value, square footage, customer agency point of contact and current phone number and a brief description of how the contract referenced related to the technical services described herein.
Include whom was the designer or record for each completed design-build.
3.    Provide your firms established catalog or market prices.
4.    FIRM's BONDING CAPABILITIES: (Construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). Interested firms must meet the minimum bonding requirements of $5M singe/$10M aggregate to be considered as a potential source. The surety providing the bonding must be clearly identified and listed in the Department of Treasury's Listing of Approved Sureties which can be found at https://www.fiscal.treasury.gov/fsreports/ref/suretyBnd/c570 .htm. If not currently bonded, a letter from a listed surety stating capacity for obtaining a sufficient bonding amount must be included.
