This requirement is being procured on behalf of the Government of Tunisia (GoT) utilizing 609g grant funding. MCC headquarters will manage the contract performance and accept deliverables. 609(g) Grant Purpose - Section 609(g) of the Millennium Challenge Act of 2003 states that the CEO may enter into contracts or make grants for any eligible country for the purpose of facilitating the development and implementation of the Compact between the United States and the country.

Quotes and Deliverables may be shared with the Government of Tunisia and other stakeholders, at MCCs discretion.

MCC requires a contractor to:
· Develop a Regulatory Reform and Digitalization Activity that will have a meaningful impact on improving the business climate in Tunisia, is supported by the GoT, and meets MCC Investment Criteria, including feasibility within the timeframe of the five-year MCC compact program. Design work for the digitalization component of this activity as well as several elements of the regulatory reform work are optional tasks in this Scope of Work.

· Develop a Trade Facilitation and Customs Modernization Activity that is in line with the WTO TFA and will have a meaningful impact on reducing trading costs and delays, curtailing corruption, increasing transparency and equal treatment among companies to support inclusive growth and modernizing Customs IT systems. The trade facilitation
reform program will be aligned with GoT reform objectives and meet MCC Investment Criteria, including feasibility within the timeframe of the five-year MCC compact program.

The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform the tasks as defined in Section C of the Statement of Work.
