THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND ACQUISITION PLANNING PURPOSES.  THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND A FORMAL SOLICITATION IS NOT AVAILABLE AT THIS TIME.  THIS NOTICE DOES NOT CONSTITUTE A COMMITMENT BY THE GOVERNMENT TO ISSUE AN RFQ, CONTRACT, OR ORDER. 

Any contractor who wishes to identify their interest and capability to meet these requirements should provide the following: company capability statement, specifications on current contracts that reflect similar services being requested. Vendors are encouraged to provide contract numbers for 628 Contracting Squadron to reference past performance. Lastly, please provide your company's business profile to include business size, CAGE Code and DUNS.

DESCRIPTION OF WORK

 

Tug Services for Naval Propulsion Training Unit, Joint Base Charleston, Weapons Station, Goose Creek, SC. 

•1)      Requires up to four (4) U.S. flagged tugs to provide harbor support services and ship handling in specified zones in the Charleston, SC region.

•2)      One tug is required to have off-ship fire-fighting capabilities. The fire-fighting tug may be one of the four tugs above or a fifth tug. 

•3)      Vessel types that may require tug services are listed in Attachment 1.  The list is a representation of vessels to be supported and is not all-inclusive. 


The following list is provided for illustrative purposes only and describes some of the services that may be performed on a 24 hour per day, 365 days per year basis:

•1)      Towing, twisting, mooring, berthing, docking, streaming, shifting, assisting, pulling, and escorting those Vessel types identified in Attachment 1 and miscellaneous other vessels, barges, submarines, crafts, hulls, sleds, derricks, lighters, and objects of whatsoever nature including anything carried thereon.  Government reserves the right to use Government-owned, controlled, or chartered Tugs or vessels separately or jointly with Owner's Vessels in the performance of any services.

•2)      Transfers of pilots and Government Personnel by Vessel.

•3)      Conduct approximately three (3) dead-stick moves within designated zones.

•4)      Emergency support services, including responses to weather conditions threatening vessels, piers, dry-docks, or shore facilities; shipboard fires; vessels aground; Vessel equipment failures; downed aircraft; oil spills; missions of mercy; collisions; ammunition mishaps; search-and-rescue operations; shipboard casualty; and National Defense Emergencies. 

•5)      Line handling

•6)      Providing personnel (other than a riding crew) to go aboard a tow.

•7)      Provide adequate staff and communications to promptly respond to Government's requests for services on a 24-hour-day basis. 

•8)      Tug(s) may be ordered to any berth, dock, anchorage, wharf, place, open roadstead, submarine line, or alongside any vessel, barge, lighter, craft, hull, derrick, or object of whatsoever nature that the Government may direct, provided the vessel can lie always safely afloat except in harbors or waters where groundings are custom of the port.

•9)      Tug services for the movement of the Floating Support Security Barrier that surrounds the NPTU site.  Disconnection/reconnection of the security barrier will be completed by the Government.  The contractor shall be responsible for moving/pulling the security barrier to/from the connection/reconnection points.  Movement/Tug of the security barrier is so the contractor may access the NPTU area to perform the necessary tug movements of any vessels, barges, submarines, crafts, hulls, sleds, derricks, lighters, etc. 

•10)  Be prepared for emergency movements between May to November in support of hurricane preparations.  These movements will require three tugs for a period of about eight hours one day and two tugs for a period of about eight hours on a second day.
