This notice is a synopsis in accordance with FAR 5.101 for a proposed contract action to Contract W31P4Q-13-D-0026 published at least 15 days before the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice is not a request for competitive proposals or quotations and a solicitation will not be issued for this requirement.

The Army Contracting Command - Redstone Arsenal intends to award a modification to the existing Tube-Launched Optically-tracked Wireless-guided (TOW) Engineering Services(ES) contract which will extend the contract period of performance through 30 September 2018. The extension will provide support for the TOW family of missiles, the M41 series of TOW Improved Target Acquisition System (ITAS) including the Modified ITAS, the M220 series of TOW systems and associated equipment. The engineering services effort supports the design, production, modification, deployment, and maintenance of the aforementioned TOW weapon systems. This requirement includes support from all engineering & logistic disciplines including system engineering, software engineering, modeling & simulation, production & industrial engineering, configuration management, product assurance, Reliability, Availability, and Maintainability (RAM), failure analysis, test and evaluation, and integrated logistics support to include equipment publications. The Government does not own a full Technical Data Package (TDP) for the TOW ES.


This twelve month extension of services is accomplished pursuant to 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This 12 month extension is intended to be awarded to Raytheon Missile Systems (RMS) Company under FAR 6.302-1 as award to any other source would result in substantial duplication of costs to the Government that is not expected to be recovered through competition and there would be unacceptable delays in fulfilling the agency's requirement.


This extension is necessary to allow time for the sole source acquisition of the follow-on contract.


The Government will not be responsible for any costs incurred by interested parties in preparation of information or documents related to this option to extend services.
