TRUCK AND TRAILER SERVICES WILLAMETTE VALLEY PROJECT BLANKET PURCHASE AGREEMENTS
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation number is W9127N-14-Q-0034 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-75. The associated North American Industrial Classification System (NAICS) code for this procurement is 488490 with a small business size standard of $7M. This requirement is a total small business set-aside and only qualified offerors may submit bids.
The intent of this solicitation is to obtain blanket purchase agreements with multiple qualified contractors for the supply of up to three trucks, trailers, and qualified truck operators. The blanket purchase agreements resulting from this Request for Quotes (RFQ) may be used by multiple sites within the Willamette Valley Project;

This solicitation will result in multiple agreements. The dollar limitation for any individual order is $50,000. Since the needs of the Government and availability of Contractor's resources cannot be determined in advance, when the Government has a relevant requirement it shall be competed only among the BPA holders. Due to the sporadic occurrence of project activity and contingency/emergency situations, the placement of any orders IS NOT GUARANTEED. Proposed rates shall be for the rental of one trucks, trailers and qualified operator for a ten (10) hour work day. The actual need could range from any combination up to three trucks, three trailers, and three operators. Further rates for overtime and rates for emergency requests should also be priced.
The Government will award a sufficient number of BPA's from this solicitation based upon resource needs. Quotes conforming to the solicitation will be considered. The number of BPA's awarded will be determined based upon usage of similar resources in the past, availability of personnel at sites, new or continued funding for actions throughout the Willamette Valley Project.
Responses to this SOURCES SOUGHT MUST include the following information:
1. Firm's name, address, DUNS number, point of contact to include phone number and email address.
2. Current personnel and equipment on hand that is operationally acceptable to meet the minimum government requirement. Please provide specification sheets for your equipment. Three (3) trucks, three (3) trailers (forty (40) foot long and capable of carrying twenty-two (22) tons), and three (3) qualified operators.
3. Quote for each location for the cost of one (1) truck, one (1) trailer, and one (1) operator for a ten (10) hour work day.
