Truck/Forklift Driver Operator Services for the Japan Annual Service Practice
Driver support Special Qualifications. Driver support for truck and forklift is required to support the Japanese Army and Air Force Annual Service Practice (ASP) funded by Foreign Military Sales (FMS). The driver Shall possess commercial driver's license (CDL) "Class A" and be qualified and capable of safely operating a 2-½ ton and 7 ton vehicles. The driver Shall be required to drive in the El Paso, McGregor Range areas as required and Shall know all Japanese sites located at McGregor Range, N.M. and the customs dealing with Japanese cultures and expectations. The driver Shall also possess license and be qualified to operate a 10,000 to 15, 000 pounds or more forklift with experience working with Japanese ARMY and Air Force personnel and handling Japanese Missile Defense systems specifically HAWK RADAR and Launcher equipment, Japanese Chu-SAM RADAR and Launcher equipment & Japanese PATRIOT RADAR and Launcher equipment systems. The forklift driver must be technically acceptable to operate smoothly and safely while moving or stacking Japanese missiles and know how those missiles should be loaded onto Japanese Launcher systems without any further training. The vendor Shall know all of the Japanese McGregor range sites and have experience with Japanese missile movement areas and will have to have experience working with Japanese forces around missiles berms, high voltage missile equipment and know all the areas and responsibilities required by Japanese forces schedules. The forklift driver must be dependable and consistent in providing services to the Japanese forces during official Japanese evaluations that are scored by Japanese evaluators during weekly rotations of Japanese units performing missile loading and launcher preparations to fire at live targets. The Forklift Operator must have experience moving specific Japanese Missiles to include Japan Chu-SAM missiles, Japan HAWK missiles and Japan PATRIOT missiles while being observed by US Safety Officers and Japanese Evaluators ensuring safe movements from ground storage to operational Japan missile launcher devices to Japan Loaders and transport trucks. Forklift Operator and Truck driver must know proper grounding points for Japanese missiles as well as all Cautions that must be followed to avoid any International incidents with Japanese Forces Equipment and missiles. The driver must be capable of operating gasoline and diesel powered vehicles with two or more gear ranges; six or more driving wheels; and equipped with air brakes. As required by the workload, will drive other type and size vehicles for which qualified and licensed to operate. Driver will be required to work some irregular hours and weekends in all kinds of weather. Driver must be dependable and consistently reports to work on time. Driver must report to the Assigned Contract COR. Work assignments are for FMS customers and funded by FMS that will include working adverse hours that will include some weekends, holidays, and early morning or late evening assignments. Work assignment will be IAW contract terms. Outline of Contractor Special Qualifications include performing before, during and after preventive maintenance Services and Maintenance on the following equipment and conditions:
FOLKLIFT OPERATOR:
A. Safely operates a 10, 000 - 15, 000 pound or more forklift.
B. Arrives and departs from loading and unloading points at scheduled times.
C. Safely loads and unloads missiles and containers from trucks, sea-vans, or crates and also reload vehicles.
D. Moves, loads, and unloads other equipment and supplies as required.
E. Have previous experience working with Japanese missiles and understand schedules, locations and operational tempo as to not interrupt training and can support missions based upon experience.
TRUCK DRIVER:
A. Operates 2 ½ ton and 7 ton trucks.
B. Arrives and departs from pickup and discharge points at scheduled times.
C. Controls loading and unloading of cargo.
D. Safely transports missiles downrange and up range as required.
E. Transports cargo safely throughout the area in accordance with assignment.
F. Tows trailers to support logistical support.
G. Have previous experience working with Japanese missiles and understand schedules, locations and operational tempo as to not interrupt training and can support missions based upon experience.
TRUCK DRIVER/FOLKLIFT OPERATOR Maintenance checks:
A. Maintain vehicles in a safe and serviceable condition.
B. Performs required preventive maintenance checks before, during and after operation of vehicle to include the following:
1. Checks all fluid levels suck as oil, fuel, water/antifreeze, brake, transmission, and power steering.
2. Cleans vehicle exterior, undercarriage, and passenger compartment.
3. Changes flat tires.
4. Bleeds air tanks.
5. Tightens loose bolts, nuts, screws, etc.
C. Maintains vehicle logbook and make appropriate logbook entries to include:
1. Time vehicle was issued and turned in.
2. Records mileage and/or hours.
3. Records oil and fuel consumption.
4. List any vehicle deficiency onto equipment inspection and maintenance worksheet.
D. Report accidents and prepares reports accident reports in accordance with established procedures as required.
E. Coordinates with UT&C Division Personnel and Japanese forces to provide uninterrupted services understanding all aspects of training requirements and locations of critical missile movement sites.
