The purpose of this Request for Proposals (RFP) is to solicit proposals for the design, construction,
installation, operation, administration, customer support, and maintenance of traveler information
service with display screens, Internet portal, and wireless Internet at selected North Carolina highway
rest areas. The North Carolina Department of Transportation intends to initiate the new program to improve informational services to the traveling public and to generate a revenue stream for the NCDOT.

NCDOT is seeking proposals for a vendor interested in developing, owning and operating the system.
The scope of work will include the system and software design, provision of all associated equipment, construction, installation, operation, maintenance, marketing, broadband administration, support, and infrastructure required to establish at least one non-interactive screen for displaying travel-related information, and a fully functional wireless broadband system at each rest area listed below. A map of NCDOT rest areas is located at www.ncdot.org/~restarea . A copy of the map is also provided as Section X, Attachment A. The vendor shall provide these services at the rest areas noted below. The numbers displayed in the right hand column are the estimated travelers at each site for calendar year 2006 and are provided for information only. The Department does not warrant or guarantee in any way that the volumes are currently accurate or that they are stable or sustainable.
