NOTICE TYPE: This is a Sources Sought Notice ONLY. The Mission Installation Contracting Command-Fort Sam Houston, Texas is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for the development of four joint traumatic brain injury interactive multimedia instructional training products for delivery on Joint Knowledge Online (JKO) to fulfil annual training requirements for operational and medical personnel as prescribed in HQDA EXORD 165-13, Department of the Army guidance for management of concussion/mild traumatic brain injury in the garrison setting. The intention is to procure these services on a competitive basis.

Based on the responses to this Sources Sought Notice/Market Research, this requirement may be set-aside for small businesses (In Full or In Part) or procured through full and open competition, and multiple awards May be made. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged and no feedback or evaluations will be provided to companies regarding their submissions.

PROGRAM PURPOSE: The purpose of this requirement is to update distant learning outdated TBI training videos for fulfillment of annual Army Traumatic Brain Injury (TBI) Training requirements for soldiers and leaders.

 

BACKGROUND: The previous TBI training products were developed in 2013. Over the past six years there have been updates to the management and treatment of the concussion. The updates include the addition of 5 clinical domains (In addition, the new Concussion Management Tool (CMT) is expected to be released by DBIC this April 2019. New TBI training products are needed to provide the most current concussion guidelines, treatment and tools.  

 

PROGRAM SPECIFICATIONS: The joint training products include the following:

 

•1)  Annual TBI training for Medical Personnel

•2)  Annual TBI training for Service members (non-medical)

•3)  Training on the Military Acute Concussion Evaluation, version 2 (MACE 2)

•4)  Training on the Concussion Management Tool (CMT)

 

These newly developed training products will supersede the current technically and doctrinally outdated TBI training products. As an interim solution, request TBI PowerPoint presentations, developed by the Defense and Veteran Brain Injury Center

(DVBIC) working group, to be delivered on the Army Training Network and Relias Learning hosting sites until the new joint TBI products are completed and hosted on JKO.

 

Assignments: Instructional Technology Division, Curriculum Development Department, Directorate of Training and Academic Affairs, US Army Medical Department Center and School.

 

ELIGIBILITY: The applicable NAICS code for this requirement is 541511 with a Small Business Size Standard of $30.0M. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.  

 

RESPONSES REGARDING POTENTIAL SOURCES STATEMENT OF

CAPABILITIES: Interested Offerors having the required specialized capabilities / qualifications are asked to answer the following questions and submit a capability statement.  Capability statements shall contain the following information:

 

•1.            Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solution solutions.  Also contact the MICC Advocate for Competition, Scott D. Kukes, at scott.d.kukes.civ@mail.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition.  Include the subject of the acquisition, this announcement, and the MICC POC information from the Sources Sought Synopsis.  Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.  

 

•2.            Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.

 

•3.            Identify whether your firm is interested in competing for this requirement as a prime contractor or not.  Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. Note: Please note changes to the Limitations on subcontracting requirements found in Federal Acquisition Regulations clauses 52.219-3, 52.219-14.

•4.            Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.  

 

•5.            Information to help determine if the requirement is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.

 

•6.            Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns.

 

•7.            Recommendations to improve the approach/specifications/draft PWS/PRS to acquiring the identified items/services.

 

•8.            Information to help determine if the suggested NAICS is considered appropriate for this acquisition.  If you believe it is not, suggest a NAICS and explain why it is more appropriate for this type of acquisition.

 

SPECIAL REQUIREMENTS:
