PERFORMANCE WORK STATEMENT

Transport & Store Generator Exhaust Silencers & Spring Isolators
for VA Medical Center Muskogee, Oklahoma 74401


1. Introduction:

This Performance Work Statement (PWS) describes the requirements for the pick-up, transport, handling, and storage of generator exhaust equipment. Current location of equipment to be picked-up is Belleville, IL and Springfield, MO. Contractor shall provide and furnish all labor, equipment, materials and supervision to provide transportation and storage of the following equipment:

Three (3) GT Cool Critical Exhaust Silencers (Part Number 516-C2-5122-2-BOT-62546) for C175 Diesel Electric Generator. GT Exhaust Silencers weigh approximately 2,320 lbs. each and the dimensions are 98 long, 100 wide, 38 high, with a 22 diameter.

ACE Mountings Spring Isolators (54) for C175 Diesel Electric Generators & Radiator
Series 120, Type 124 size G / 4 per radiator, total 12
Series 120, Type 124 size H / 14 per Generator, total 42
Each spring isolator weighs 8 lbs. / total weight 432 lbs.; Dimensions for each 14 Length x 6 width x 6.5 Height (still packaged in manufactures original shipping crates) and can be left in that same configuration of three (3) pallets for transport and storage.

General Information:

A. Storage of the above equipment must be within a 50-mile radius of Muskogee OK, 74401. The storage facility (building) must have a concrete floor with adequate roof, walls, and doors to provide adequate security and weather protection (climate control is not a requirement). VA personal will be allowed access to the storage facility on a quarterly basis to verify the safety and security of all stored Government equipment. Monthly, digital pictures will be required to be taken and e-mailed to the COR (Contracting Officer Representative) for same verification. All equipment will be stored in a manner as to protect the equipment from further damage.

The three (3) GT Cool Critical Exhaust Silencers are located at and will be picked up from:

Point of Contact for BCI Construction is Jerry Miller; Phone number 850-659-2593 ext. 109. After award, contractor must coordinate with BCI Construction Company and coordinate for pick-up of the above equipment.

The fifty-four (54) ACE Mountings Spring Isolators are located at and will be picked up from:

Point of Contact for FABICK CAT is Guy Arras, Phone number 636-328-8380. After award, contractor must coordinate with FABICK CAT and coordinate for pick-up of the above equipment.

All work shall be completed as per this Performance Work Statement (PWS). All dimensions and measurements are approximate. Contractor shall verify all field dimensions and exact locations. Estimated storage time will be in six (6) month increments for an estimated total contract time of 24 months.

The contractor shall not perform any service that will result in additional charges without prior approval (in the form of a Contract Modification) from the Contracting Officer.

The contractor shall take all necessary precautions to prevent damage to any government property, and will notify the Contracting Officer immediately if damages occur. The Contracting Officer will authorize the contractor to remedy the situation in one of the following ways: contractor required to pay current replacement costs for damaged property, replace damaged property, or repair equipment to original specifications. Either of these at no additional cost to the Government and all in a timely manner.

Qualification of Contractors:

All transportation will be conducted within DOT standards with contractor responsible for all required licenses and/or permits for each state in which transportation and storage will be conduct. Contractor must provide (at time of Award) proof of insurance adequate to cost and type of equipment covering transportation and storage.

This contract will be completed in accordance with all applicable Federal, State, and VA regulations, to include Occupational Safety & Health Administration (OSHA) and the Department of Transportation.
