In order to maximize its ability to leverage TOD and increase travel by transit, walking and bicycling, the TOD Program seeks to develop a TOD Strategic Plan to provide clear short and long-term policy and investment direction. For the near-term, the Plan will inform an update of the TOD Implementation Program Work Plan and guide the allocation of limited resources by identifying and prioritizing station areas and corridors with existing (re)development and placemaking potential. For a longer planning horizon, the plan will establish a system-wide TOD Station and Corridor Typology to frame future (re)development opportunities, expectations and market niches. Longer-term strategies shall also include recommendations for TOD project evaluation methodology (e.g. valuing induced walking/bicycling trips in addition to transit trips) and innovative financing strategies to help increase, diversify and stabilize the TOD Programs funding sources.
