In November 2007, the City of Berkeley adopted a package of measures designed to make the public areas of Berkeley clean, safe, healthy, and welcoming environments for everyone that uses them. These measures, known as the Public Commons for Everyone Initiative (PCEI), were designed to mitigate problematic street behavior by both addressing the underlying causes of problematic behavior, and regulating specific objectionable behaviors. An integral goal of the PCEI initiative is to ensure that transition age youth aged 18 to 25 (TAY), many of whom hang out on the streets and are at risk for chronic homelessness, have an opportunity to participate in quality and age-appropriate daytime programs that support their journey to economic self-sufficiency and independence.
This RFP is intended to serve the overall goals of PCEI and address some of the underlying causes of problematic street behavior among TAY. Through this RFP, up to $100,000 will be available for a supportive daytime services program designed to serve the myriad challenges faced by TAY.
