Amendment 5: **The purpose of this amendment is to Withdraw the Small Business Set-Aside in accordance with FAR 19.506, revise the Performance-Based Payments Milestone Plan, and extend the solicitation response date and time.

Amendment 1: **The purpose of this amendment is to answer an industry question. The industry question and answer is listed below. All other terms and conditions remain unchanged.**


Q1. Regarding the transformer and testing job in Newport, I was wondering if you are looking to dispose of any units, particularly transformers as scrap for this job as well?

A1. No.


This solicitation is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitation to the Internet.

This is a solicitation for noncommercial items prepared in accordance with the format in FAR 13 as supplemented with additional information included in this notice. Incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular.


This procurement is being processed as a 100% Small Business Set Aside, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 335311. The Small Business Size Standard is 750 Employees.


The Naval Undersea Warfare Center Division Newport, RI (NUWCDIVNPT) intends to purchase the following items on a Firm Fixed Price basis:
CLIN 0001: Very Low Frequency (VLF) Transformer; Quantity: 2, EACH.
CLIN 0002: Low Frequency (LF) Transformer; Quantity: 2, EACH.
CLIN 0003: Mid Frequency (MF) Transformer; Quantity: 2, EACH.
CLIN 0004: High Frequency (HF) Transformer; Quantity: 2, EACH.
CLIN 0005: Transformer Test Loads; Quantity: 4 EACH.
CLIN 0006: Data delivered IAW Attachment 1 Exhibit A, CDRL; Quantity: 1 LOT. (Not Separately Priced.)


Required delivery is eighteen (18) weeks after receipt of order (ARO). F.O.B. Destination, Naval Station Newport; Newport, RI. Offerors must include shipping costs in quotes, if applicable.


This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable: (1) the offeror must quote the required items in the required quantities; and, (2) the Government will consider past performance information in accordance with DFARS Provision 252.213-7000, where negative information within PPIRS-SR may render a quote being deemed technically unacceptable.


This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.


In accordance with FAR 5.202(a)(13) the requirement for synopsis has been waived. The solicitation, N66604-17-Q-2539, is released and is attached as a part of this notice.
