THIS IS NOT A REQUEST FOR PROPOSAL OR SOLICITATION FOR AN OFFER; therefore, in accordance with FAR 15.201(c) any responses to this inquiry will not constitute nor will be considered as a contractor offer, and no award will be issued as a result of this inquiry. This information will be used by the 502 CONS/JBKBA for market research purposes only, and the submitted information will not be returned. Submitted information will be protected in accordance with DoDD 5400.11, Department of Defense Privacy Program, and DoD 5400.11-R, Department of Defense Privacy Program, and no feedback will be provided regarding submissions or the total number of submissions received. Interested parties are solely responsible for all expenses associated with responding to this request for information, as the Government is not liable for any costs incurred by interested parties in responding to this request


THE PURPOSE OF THIS NOTICE IS TO CONDUCT MARKET RESEARCH ONLY. The 502d Contracting Squadron at JBSA-Randolph is contemplating the acquisition of Alion Science and Technology's Training Management and Scheduling System (TMSS) Software to be installed, input of data, and maintenance in the U.S. Army Training and Doctrine Command (TRADOC) Microsoft Azure Cloud for one year. Please see the attached Draft Performance Work Statement (PWS) for more details.


The North American Industry Classification System (NAICS) code anticipated for this acquisition is 541511 - Custom Computer Program Services, the small business size standard is $27.5M. Interested firms are encouraged to recommend a more appropriate NAICS in their response; however, include the rationale for an alternate selection.


It is possible that at some point in the future, a solicitation will be publicized through Federal Business Opportunities at: https://www.fbo.gov/ and/or GSA Advantage at https://www.gsaadvantage.gov/. Contractors are solely responsible for monitoring the Internet to download any solicitation or any subsequent amendments to this Sources Sought Notice. Paper copies and/or electronic mail of solicitations and/or any subsequent amendments will not be provided under any circumstances. In the event of a solicitation being issued, prospective offerors shall have a current System for Award Management (SAM) registration prior to award. Interested businesses should respond to the questions presented within this Sources Sought Notice in order to facilitate the Government's market research efforts. The Government will analyze all responses and determine the business strategy for this acquisition. The submission should address all questions in the Sources Sought questionnaire below and your firm's ability to perform the requirement.
