Additional areas of expertise should include working with those who serve vulnerable populations, including mental health and substance abuse treatment centers; providing training services for state agencies and community-based organizations; knowledge of the regional and national tobacco control and chronic disease implementation strategies and outcomes; designing skill-based trainings including policy related to point of sale advertising; working with local and national content experts on training design; and tobacco cessation skill building and systems development including curriculum. The Contractor does not need to be based in Vermont but should have a familiarity with public health systems, chronic disease, and tobacco control efforts in Vermont.
