This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W912LN-19-Q-0008 is being issued as a Request for Quote (RFQ). All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005‐100. This procurement is a 100% Small Business set‐aside IAW FAR 19.502‐2 (a). The NAICS code is 532120 and the Small Business Size Standard is $38.5 M.

The Vermont Army National Guard has a requirement for the Lease/Rental of 25 each 53 foot trailers for approximately a 4 month time period. The purpose of this requirement is for a contractor to provide rental/lease of 25 each 53 foot commercial trailers that are legally registered and road worthy to transport cargo cross-country for a period of performance from approximately 4 March 2019 to 30 June 2019. Trailers shall be of the commercial standard type, over the road, long haul trailer, with the capability of being connected to any standard commercial "Big Rig" tractor truck. The trailer walls and doors shall be of solid construction with 2 swinging doors (barn door style) 110 inches high capable of being secured with multiple style locks.
 
Delivery of the 25 - 53' Foot trailers to the specified locations NLT 04MAR2019 (see attached VTARNG 53' Trailer Lease_Rental Locations.xlsx). All 53' Foot Trailers will be registered and capable of hauling commercial industrial standard loads for extended periods of time without breaking downs. Standard loading and hitch capabilities are expected with 2 swinging barn doors (110" door height). Period of Rental will be 04MAR-30JUN2019. Contract will include prices for 30 day and daily rental prices in order to determine a price reduction (pro-rate) for early return of trailers to Vendor i.e.: prior to 30 JUN 2019.

Trailers will be delivered to specific locations. Driver and trailer will be cleared/escorted from entrance of installation to armory locations (Camp Johnson), Colchester, VT and Camp Ethan Allen Training Site (CEATS), Jericho, VT locations. Trailers will remain at delivery location until moved to Fort Polk, LA, (JRTC) and then returned to the original location in Vermont for return to contractor approx. 30 JUN 2019.

The Contractor shall respond to service calls within 4 hours. Trailers are being moved from Vermont to Fort Polk, LA sometime in April and moved back to Vermont sometime in May. Exact movement schedule will be made available at time of award to the successful bidder. The response time measurement starts when the Contractor receives the call from an authorized Vermont National Guard Contracting Officer Representative (COR).

The Government does not accept responsibility for non‐receipt of quotes. It is the vendor's responsibility to request and receive confirmation of quote receipt. All questions regarding this RFQ must be submitted via email NLT 13 February 2019 to Michael.l.follett.civ@mail.mil. Questions with Answers will be consolidated and posted back to FBO as an amendment NLT 15 February 2019. Please submit quotes by 21 February 2019, 5:00 p.m., EST. Failure to provide a quote for total items in this request for quote will be considered a non-responsive quote.

All vendor's must be registered and active in the System for Award Management (SAM) database at https://www.sam.gov/ to be considered for award. All quotes must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Quote submitted by another firm on behalf of a SAM registered company with the intention of being award "care of" will not be accepted. All quotes must include registered DUNS, CAGE codes.

Basis of Award will be lowest priced technically acceptable from a responsible contractor.

1. Do you require placard card holders on all 4 sides? No special signage required, no hazmat materials being shipped commercially.

2. Do you require satellite tracking on each trailer? No Tracking Required

3. Do you require for the winning bidder to furnish maintenance, repairs and tires while on lease? Yes, contractor furnishes maintenance, repairs, and tires during lease/rental period in case of trailer breakdowns.

4. Do you need slider vents in the nose of the trailer and in the rear doors for ventilation? No

5. Do you require the winning bidder to furnish any load securement straps, logistic bars, load bars, etc. if so, how many per trailer and type? No

6. Estimated mileage per trailer per month. 1750 miles for April and 1750 miles for May. Zero for March and June

7. Are any of the trailers expected to visit NYC or Chicago? No

8. Do you require "Logistics Posts" every 18-24 inches running vertical in order to secure freight better? No, trailers with plain wood sided walls will suffice, trailers will be used for general unit equipment

Contractor Manpower Reporting: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under an awarded contract for the Vermont Army National Guard via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Since this is an added burden to vendors/contractors it is expected to be included as a separate line item chargeable to the government if you so choose.

Security Requirements:
1.1 OPSEC Training: In accordance with AR 530-1, Operations Security, new contractor employees shall complete Level I OPSEC training within 30 calendar days of their reporting for duty and annually thereafter. The contractor shall submit certificates of completion for each contractor employee to the COR (if no COR is assigned, delete to the COR and replace with to the KO) within 15 calendar days after completion of training. 1.2 Contractor will maintain Operational Security (OPSEC) control and confidentiality over all information related to this contract, specifically: amount and type of equipment contracted; delivery, recovery, and duration of contract; and preposition locations. OPSEC violations will be immediately reported to the COR for vulnerability-risk assessment.
