Traffic Impact Mitigation Fee Study for Council of San Benito County Governments

The Council of San Benito County Governments, herein referred to as "COG", is soliciting Proposals from qualified professional consultants to prepare a Traffic Impact Mitigation Fee ("TIMF") Nexus Study ("Fee Study") for San Benito County. The Fee Study shall consist of a final report and recommendations. Specifically, the project shall consist of a comprehensive update to the approved 2010 Traffic Impact Mitigation Fee Nexus Study, and shall include, but not be limited to, preparing and updating the goals and objectives, conducting analysis and evaluations, recommending and prioritizing options for fee assessments and project mitigations, preparing a final report, and making presentations to local government agencies. See Section 4: Scope of Services for more detail. The capital projects that may be discussed include, but are not limited to, capacityincreasing projects on state highways and arterial roadways in San Benito County. Consultants are invited to submit a Proposal to provide the scope of services outlined in Section 4: Scope of Services.

The existing TIMF was prepared in 2010 and finalized in March, 2011. The report was based on a 2008 growth forecast and traffic model developed by the Association of Monterey Bay Area Governments. Since that time, several factors have changed.

- New Association of Monterey Bay Area Governments (AMBAG) Growth Forecast: In 2012, AMBAG began developing a new population, employment and housing forecast for the region. The final growth forecast was adopted June 11, 2014. Because this forecast is used in development of the fee study, changes may impact the outcome of the study and possibly the fee structure.

- AMBAG Model Improvement Plan Implementation: Since 2011, AMBAG has embarked on a comprehensive improvement plan for the Regional Travel Demand Model. The Improvement Plan enhanced the data that the model uses to predict vehicular travel and use of the new model could enhance the identification of growth impacts on the transportation network.

Furthermore, the County is developing a comprehensive update to its General Plan, and new information included in the General Plan update may affect the assumptions and conclusions in the TIMF Study. As a result, the COG is seeking a comprehensive update which shall take into consideration the current financial situation along with various funding scenarios. The goal of the TIMF is to complete a comprehensive traffic modeling and project review effort_that will help the County of San Benito, City of Hollister, and COG to establish a fee for new residential, retail, and industrial development to effectively mitigate impacts to traffic circulation.
