The Defense Threat Reduction Agency (DTRA) Research and Development Directorate, RD, Chemical and Biological Technologies directorate is seeking information from respondents who possess the capability to model DoD relevant toxicity values. Physiologically based pharmacokinetic (PBPK) models can assist research and policy makers in characterizing the toxicity of a chemical and predict expected metabolites. Models should be validated with relevant animal studies. Models should focus on DOD-relevant exposure routes such as inhalation into the lungs and dermal penetration. In addition, preference will also be given to models that are able to predict the ability of a chemical to pass the blood brain barrier. All PBPK models submitted should include a description of the graphical user interface and ability of the program to interact with other models currently available or in development. The descriptions should also provide information on the data training set used and methods for validation of the training set. Models utilizing advanced methods, like machine learning, are of particular interest.
 

Respondents shall provide descriptions on how they plan to validate the various models. Validation can include historical, literature data or relationship with current DOD researchers.

Summary of Capability Information Sought :
1. PBPK models should capture ability of a chemical to cross the blood brain barrier, absorb into lung tissue and penetrate skin.

3. Information on data training set


Required information :
Name, address, cage code, and DUNS; provide the North American Industry Classification System (NAICS) code that is most appropriate for these services and state why it is most appropriate; submit company size standard under the suggested NAICS code; state the quality assurance procedures your firm currently has in place.
 
The information should be submitted via e-mail to dtra.belvoir.rd.mbx.cbssubmissions@mail.mil . Hard copy submissions will not be accepted. Submit a Capabilities Statement (five-page limit) and a PowerPoint presentation (ten-slide limit) addressing the required information (see Summary of Capability Information Sought below) and any additional information the respondent deems appropriate. A rough order of magnitude (ROM) cost estimate for the services outlined above over a 2-3 year period should be provided.


This Sources Sought notice is solely for the purpose of gathering information and does not constitute a solicitation or the issuance thereof. All information received in response to this notice that is marked proprietary will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information submitted will not be returned, and no payment will be made by the Government for such information. No formal RFPs or other solicitations regarding this announcement are available at this time. DTRA is accepting questions regarding this notice but will not be providing responses. The questions will be used to develop more information and receive input from industry regarding this system. The notice is strictly a request for capability packages. If a formal RFP is issued as result of this notice, Q&A will be allowed at that time.
