The State intends to secure a contract for off-line advertising and media strategy including development, creation and placement of off-line advertising and media campaigns to reach Tennessees potential tourism customer. In conjunction therewith, the State will also require the generation of added value opportunities with media buys, promotional development, pre and post campaign analyses, research to support and measure advertising as well as media and promotion programs and administration of cooperative marketing and business development programs to reach Tennessees potential tourism customer through maximum use of all available resources.
