The following Sources Sought announcement is posted on an unrestricted basis and both small and large businesses are eligible to respond. This announcement is to seek market research information on businesses with the capability of providing the services described in the below scope of work. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SOURCES SOUGHT. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow up information requests. This notice is a market research tool used for planning purposes only to determine the availability of capable contractors able to do the following:

The Government is anticipating one indefinite delivery contract (IDC) will be negotiated and awarded, with a base ordering period of five years and one option for five additional years. The total value of all task orders issued under this contract will not exceed $9,500,000. The anticipated contract, when solicited, will be procured in accordance with the Brooks Architect-Engineer Act as implemented in FAR subpart 36.6. A Firm will be selected for negotiation based on demonstrated competence and qualifications for all of the required work. Award of a proposed contract is anticipated by March 2020.


The U.S. Army Corps of Engineers (USACE), Kansas City District (NWK) seeks qualified Commissioning (Cx) firms interested and capable of providing Total Building Commissioning services for the Department of Veteran's Affairs (DVA) Major Project "657-309 St. Louis JC, Replace Bed Tower, Clinical Building Expansion and Parking Garage." The commissioning services will be for the project located at 915 N Grand Blvd, St. Louis, MO 63106 known as the VA St. Louis Health Care System - John Cochran (JC) Division medical center. The project is currently in the Project Book or programming and planning phase. The project site contains several existing facilities that will be demolished as part of the project to allow for construction of new facilities creating a medical campus. The design will incorporate transition of existing facilities to a new central energy plant prior to demolition of the existing plant. The project will require phased demolition, phased construction and occupancy of new facilities.


Task Orders may include, but will not be limited to, commissioning services during design, construction, and post occupancy of new facilities for the John Cochran Division Campus:

a. Seismically designed inpatient bed tower (approx. 500k gross square feet (GSF)) with operating rooms, mental health, acute inpatient, medical, substance abuse, spinal cord injury beds, women's health, and outpatient services. 
b. Central energy plant (approx. 30k GSF),
c. Combined information management/facilities support building (approx. 30k GSF). 
d. Support structures; parking structure(s) (approx. 1300 spaces), elevated water storage structure, other ancillary facilities, associated utilities and site work.


The intent is to have the Cx firm fill the role of an independent, third party, Government Commissioning Authority (CxA) under contract with USACE. This firm must not be a member of the anticipated A/E design firm or future constructing contractor to avoid any Organizational Conflict of Interest. The Cx firm will be involved from the beginning of the project following the DVA's A/E Major Project submittals and USACE requirements. The Cx firm will support concept designs, and support full project documents, to include construction documents, design and specifications, and/or assist in preparation of Design-Build RFP(s) through phased construction and occupancy. The Cx firm will support the project with specialized Commissioning (nurse call, security, medical gasses, etc.) and total building commissioning (mechanical, plumbing, electrical, building envelope, renewable and/or local energy systems, etc.) through facility activation and Joint Commission accreditation.


The Kansas City District is soliciting feedback from industry as part of our market research efforts associated with this acquisition as we consider various strategies to deliver these services. The following information is requested in this Sources Sought (SS) announcement with a limit of ten (10) pages for your response:


1. Organization name, address, email address, website address, telephone number, and business size (small or large) and type of ownership for the organization; include DUNS number and CAGE code.


2. Firm's interest in providing a proposal on the pending solicitation once issued.


3. Identify if your firm has commissioning experience with VA or USACE criteria and projects.

4. Prior experience in the following areas is required:


a. Medical/healthcare facility commissioning, and meeting USGBC LEED Enhanced Commissioning on at least two (2) related projects of size and scope completed in the last ten (10) years. Include the project name; dollar value of the project; description of the key/salient features of the project and those that demonstrate similarity to the work required under this proposed contract; systems that were commissioned; identify the contracting office & the customer/user (include POC information); and identify/discuss the acquisition method (e.g., sealed bid, best value), contract type (e.g., Firm Fixed Price, Fixed Price Incentive Successive Targets), and delivery method (e.g., Design-Bid-Build, Design-Build, etc.).


b. Experience commissioning a central plant supporting a campus.


c. Experience commissioning a campus of facilities constructed and occupied in multiple phases and extent of commissioning.


5. Identify your staff capacity, specialization (building envelope, low voltage, medical systems, electrical, mechanical, etc.), professional registration, and credentials for Commissioning and USGBC LEED accredited professionals.


6. Additional certifications related to medical/ health facilities, such as Medical Gas certification, International Electrical Testing Association (NETA), thermal imaging certifications, building envelope testing certifications, and other certifications related to commissioning medical facilities.


7. Address if your firm business size (Small or large) and, if applicable, small business socioeconomic subcategory.


8. Firm's Joint Venture information, if applicable - existing, and potential.
