Amendment 1:
PURPOSE: To amend RFP N02PC75001-34 to provide responses to questions submitted (Attachment 1).


The due date of proposals is hereby extended to Monday, March 13, 2017 at 3:00 p.m. EST.


Offerors shall acknowledge receipt of this amendment by signing/dating and returning an electronic copy of the SF-30 no later than the date of the submission of the Offeror's proposal which is due on Monday, March 13, 2017 at 3:00 p.m. EST.

Note: This requirement is 100% set-aside for the Small Business Administration 8(a) Business Development Program. Only qualified 8(a) small businesses under the size classification relative to the North American Industry Classification System (NAICS) code 541990 - All Other Professional, Scientific, and Technical Services need apply. The small business size standard is $15M. An organization that is not a certified 8(a) small business under the applicable NAICS code will not be considered.


Description


The Behavioral Research Program, Tobacco Control Research Branch (TCRB) and the Prevention, Control and Population Sciences Branch (PCPSB) within the Office of Acquisitions, National Cancer Institute, National Institutes of Health intends to solicit for scientific writing, technical and logistical support services for the purpose of fulfilling the mission of TCRB to develop and disseminate tobacco research-related materials, meetings to plan these strategies and disseminate these informational products and generally support the internal and external efforts of TCRB to fulfill its mission within the framework of the NCI's overall mission and goals. This contract may also be used to provide services to the Division of Cancer Control and Population Sciences (DCCPS), whose funded research aims to understand the causes and distribution of cancer in populations, support the development and delivery of interventions, and monitor and explain cancer trends in all segments of the population.


OFFERORS MUST PROPOSE ON ALL OF THE TASK AREAS IN THE STATEMENT OF WORK.


It is anticipated that one award will be made for all of the Task Areas in the Statement of Work. In addition, it is anticipated that the award will be an Indefinite Delivery/Indefinite Quantity type contract with a period of performance of five (5) years to be awarded in August, 2017. All responsible 8(a) contractors may submit a proposal, which shall be considered by the agency. This solicitation does not commit the Government to award a contract. No collect calls will be accepted. No facsimile transmissions will be accepted.
