Title IV Financial Aid Origination and Disbursement
The U.S. Department of Education, Office of Federal Student Aid, is conducting a two-phase solicitation in accordance with the Department of Education Acquisition Regulation (EDAR) Subpart 3415.302-70.
This solicitation is for phase one of the two-phase process. Selection in phase one does not constitute, nor guarantee, a contract award as there will be no contract award as a result of this phase one solicitation.
The offers submitted for the phase one solicitation will be evaluated against the evaluation criteria (Go/No-Go Factors and Evaluation Factors) in the solicitation.
Only the offerors selected for phase two will receive the phase two solicitation.

The proposal shall be emailed to [email protected], and be received by 4 PM ET, March 28, 2014. The time of receipt is considered to be the time at which the e-mail is received at the initial point of entry to the Department of Education's infrastructure.
