Tire Failure Analysis Support Services
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation number is NTSB-R-14-0014. This solicitation is issued as a Request for Quotes (RFQ).
The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74.
This requirement is issued as a full and open competition. The associated NAICS code is 541380 - Testing Laboratories.
Background
The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents.
The Materials Laboratory is a division of the Office of Research and Engineering that supports the other modal offices by providing failure analysis services of transportation components. Recently, the Office of Highway Safety initiated two accident investigations that involved radial tire failures. The Laboratory will be examining these tires at their facility and is seeking an expert support services in the area of tire failure analysis. The Government intends to acquire these commercial items under FAR Parts 12 and 13.
Description of Requirement
Line Item Number 0001 - Tire Failure Analysis Support Services. Period of performance date of award through four months.
Line Item Number 0002 - Travel associated with the services provided under line item number 0001.

Basis for Award
The Government may award one (1) Labor Hours purchase order to the responsible offeror whose quote conforms to the RFQ, will be most advantageous to the Government, and offers the best value to the Government.
