This project is proposed to provide the staff of the County, the City, and the City-County Information Technology Commission with a time and attendance system allowing for recording time worked, scheduling staff and uploading the information to our financial applications so that correct payroll amounts can be paid to employees.
The new time and attendance system should enhance payroll detail reporting and analysis, provide remote site connectivity, reduce the cost of the payroll process and provide scheduling capabilities. An interface to the Cayenta Financials payroll system will be a requirement. This interface will need to work in both directions. First, to push information into the system regularly showing the employees balances in vacation, sick leave, etc., and second, to receive the bi-weekly payroll information.
The system must accommodate all of the personnel policies, procedures and schedules of the city, county and CCITC employees. Some departments, such as Police, Fire, Sheriff, Public Works, Highway and Parks have relatively unique scheduling requirements. An overview of the various types of schedules is listed in Appendix A. Among other things, the personnel policies guide how we provide regular pay, vacation, compensatory time, sick leave, family leave, overtime, shift differentials, on call pay, holiday, funeral, etc. A complete view of these requirements can be learned by studying the personnel policies of the three organizations. These are available upon request.
