INVESTMENT MANAGEMENT SERVICES FOR THRIFT SAVINGS PLAN (TSP) Funds -


Background
The Federal Retirement Investment Board (FRTIB or Agency) is an independent Federal government agency in the Executive Branch created by the Federal Employees' Retirement System Act of 1986 (FERSA). The Thrift Savings Plan (TSP) is a retirement savings and investment plan for Federal civilian employees and members of the uniformed services that offers its participants the same type of savings and tax benefits that many private corporations offer their employees under I.R.C.§401(k) plans. The TSP is the largest participant-directed defined contribution plan in the world. The mission of the FRTIB is to administer the TSP solely in the interest of the participants and beneficiaries.


The FRTIB is a self-funded agency with independent budgetary authority that receives no annual appropriations from Congress. FRTIB has adopted the FAR as its primary contracting policy and procedures for procuring its goods and services, with defined deviations tailored to the FRTIB's unique role.


Purpose
The purpose of this Request for Proposal (RFP) is to provide the Agency with investment management services for the TSP's Fixed Income Index Investment Fund, Common Stock Index Investment Fund, Small Capitalization Stock Index Investment Fund, and International Stock Index Investment Fund. The FRTIB intends to award two (2) contracts in accordance with all sections of this RFP. Note that release of this RFP does not guarantee issuance of an award. The contract with each investment manager will be for a two-year term, with four two-year options.


Important Dates
All questions/comments must be submitted by or before June 12, 2019 at 4:00 PM ET. Late questions will not be accepted. Responses to all questions will be posted via amendment to this solicitation on www.FBO.gov. RFP's must be submitted by or before July 12, 2019 at 4:00 PM ET.
