The overarching goal of the update to the existing Thoroughfare Plan is to match the future transportation network with the planned development within the study area. The update is intended to create a cohesive transportation network that will serve the existing residents as well as the future population and regions communities within the Waco Metropolitan Area. The Thoroughfare Plan Update shall also include context sensitive solutions (CSS) to identify appropriate design treatments for arterial and collector highways which fit the settings for particular types of development within the Waco Metropolitan Area.
