SOURCES SOUGHT TECHNICAL DESCRIPTION FOR SERVICES
INTRODUCTION
The Illinois National Guard Counterdrug Task Force (Counterdrug) is issuing a sources sought synopsis as a means of conducting market research to identify potential sources of Open Source Intelligence Training. At a minimum, the contractor will need to be able to provide the following Training:


1.    Open Source Intelligence Training (OSINT) to include all personnel and materials necessary to perform the training. The training will teach methodologies, comprehensive skills, and techniques that will enhance Criminal Analysts ability to use open sources to complete the Counterdrug's mission. The training will result in a certificate.


2.    Social Media Intelligence Training (SOCMINT) to include all personnel and materials necessary to perform the training. The training will teach methodologies, comprehensive skills, and techniques that will enhance Criminal Analysts ability to use open sources to complete the Counterdrug's mission. The training will result in a certificate.


3.    Class must be taught at the Stony Creek Inn, 101 18th Street, Moline, Illinois 61265. The class will consist of approximately 45 attendees and will take place on 12-13 September 2017. Counterdrug will provide an LCD projector, source of power and power strip, projection screen or wall, table or podium, and microphone if necessary.


The result of this market research will contribute to determining the method of procurement, if a requirement materializes. The Contracting Office for United States Property & Fiscal Officer (USPFO) for Illinois is seeking information regarding availability of commercial sources to provide Open Source Training and Certification. Current Market Research reveals that this requirement will likely be a Sole Source Contract. The purpose of this Sources Sought posting is to confirm this assumption or identify other commercial sources capable of providing the training. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

REQUIRED CAPABILITIES
Qualification. The interested businesses must be qualified to provide the training and certification. Proof of qualifications should be addressed in the response.
ELIGIBILITY
The applicable NAICS code for this requirement is 611420 with a Small Business Size Standard of $11.0 Million. The Product Service Code (PSC) is U012.
SUBMISSION DETAILS
Interested businesses should submit a brief capabilities statement package demonstrating ability to provide the training listed in this Technical Description.
Your response to this Sources Sought, including cage code and any capabilities statement, shall be electronically submitted to the Contract Specialist, CPT John Christel in either Microsoft Word or Portable Document Format (PDF), via email john.a.christel.mil@mail.mil no later than 5:00 p.m. CDT on 21 August 2017 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.
All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
