This acquisition is for Integrated Solid Waste Management (ISWM) services under Annex 15 Facility Support, Sub-Annex 1503030 at various locations on Marine Corps Air Station (MCAS), Marine Corps Recruit Depot (MCRD)Parris Island and Naval Support Facility (NSF), S.C.
Services will be procured in a competitively negotiated Combination Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (FFP/IDIQ) contract using the policies and procedures of FAR Part 12 in conjunction with Part 15.
The period of performance will be a one-year base period with four one-year options periods for a total not to exceed five years (60-months). If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six-months under FAR 52.217-8 Option to Extend Services clause.

The work includes, but is not limited to ISWM to support base operations at MCAS Beaufort, MCRD Parris Island and NSF and all related services thereof.
The NAICS code for this procurement is 56211 and the annual small business size standard is $35.5M dollars.
This contract will replace contract N69450-14-D-7800, awarded in 2017 for similar services. Information about the current contract and the incumbent contractor (e.g. value of the last option exercised, firm name, address, etc) will be included in the solicitation package. Request under the Freedom of Information Act are not required for this information.

The anticipated date of Request for Proposal (RFP) issuance is on or about Oct 30, 2018.
This RFP will be set aside for HUB-Zone Small Business. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, safety, past performance, and experience information and a price proposal for evaluation by the Government. Award will be made to the Lowest Price Technically Acceptable offeror whose proposal meets the minimum technical or performance requirements/standards at the lowest evaluated price to the Government.
