The Federal Deposit Insurance Corporation (FDIC) is seeking sources for the Third Party Benefits Administrator requirement. This sources sought/RFI is for planning purposes and market research only and shall not be construed as a Request for Proposal or as an obligation on the part of the FDIC to acquire any products or services; submitting a response does not ensure your firm will be solicited on any resulting Request for Proposal. The FDIC does not intend to award a contract on the basis of this request or otherwise pay for the information requested. Submission of a response to this request is entirely voluntary. The voluntary submission of a response to this request shall not obligate the FDIC to pay or entitle the submitter of information to claim any direct or indirect costs or charges or any other remuneration whatsoever. 


As a general background, the FDIC maintains stability and public confidence in the nation's financial system by insuring deposits, examining and supervising financial institutions for safety and soundness and consumer protection, and managing receiverships. The FDIC does not use appropriated funds, and is not subject to the Federal Acquisition Regulation (FAR). The Federal Deposit Insurance Corporation is conducting market research seeking capable offerors to provide third party benefits administrator services necessary to administer certain employee benefits and training programs of the FDIC. This Sources Sought/RFI is issued for the purpose of conducting market research.  This market research will assist the FDIC with identifying interested and capable sources as well as developing its acquisition strategy. Submitting a response does not ensure your firm will be solicited on any resulting Request for Proposal.


The services requested of a contractor, referred to as a Third Party Benefits Administrator are as follows (See Attachment 1 for a more detailed description, and Attachment 2 for applicable FDIC Information Security and Privacy Clauses and Provisions):
1. Online Benefits Administration System development and maintenance to facilitate new employee on-boarding, online benefits self-service enrollment, enrollee recordkeeping, and related administrative services such as Dependent Eligibility Verification (DEV) Audit, and Career Management Program to include the Career Counselor Scheduler. 
2. Operation of the FDIC Benefits Hotline Call Center to provide ongoing customer support services to employees, retirees, and dependents relative to both FDIC-sponsored benefits and Federally-sponsored benefits. 
3. Ancillary operations and administrative services for billing and accounts receivable activities, claims, and imputed income processing. 


Kindly request that interested sources capable of fulfilling this requirement submit documentation addressing the requested information below. The FDIC reserves the right to use any and all information submitted by, or obtained from, this sources sought/RFI in any manner FDIC determines is appropriate including, but not limited to, the creation of a competitive solicitation. If responses includes business confidential and/or proprietary information, the information must be clearly marked accordingly, and the FDIC will safeguard it appropriately.

The FDIC will evaluate responses to assess solutions that adequately meet the capabilities. Upon notification by the Contracting Officer (CO), viable sources will be invited to provide a demonstration of their solution and capabilities as it relates to the Government’s requirements. Further, the product demonstration will be used as an opportunity to assess the viability to successfully deliver the Third Party Benefits Administrator solution. To accommodate the demonstration, testing, and review of the product a signed memorandum of understanding (MOU) is required before testing or evaluation. It is anticipated that demonstrations will be conducted November 1-15, 2019. The CO will confirm the specific date and time with interested sources invited to participate in demonstrations which will take place at a Government facility located in the Arlington, Virginia.  


The final solicitation will be by invitation only and will not be released to the general public. The FDIC intends to solicit the most highly rated offerors based on the evaluation of the product demonstrations.  However the FDIC reserves the right to make any number of contract actions or no award, if it is in the Government's best interest to do so.
