The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Thermo Electron North America LLC, 5225 Verona Road, Madison, WI 53711.


The purpose of this acquisition is to procure a Thermo Integrion RFIC (Reagent Free Ion chromatography) with AS-AP Ion chromatography system.


The FBI intends to negotiate with only one source under the authority of 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This system is already implemented at the TEDAC Laboratory in Huntsville, AL., in order to perform chemical analysis of explosives and explosive residues of Improvised Explosive Devices (lEDs) from around the world. The Thermo Integrion RFIC with AS-AP Ion chromatography system is necessary for the analysis of inorganic explosives and explosive residues. This system is an essential part of the unit's mission to analyze explosives. This instrument plays a critical role in staying up to date with the most current technology, and will replace an older system that has been discontinued by the manufacturer. Operating with a discontinued instrument can be problematic when attempting to purchase consumables for that system, or if the system goes down and we are not able to purchase replacement parts; therefore, it is imperative that SAU systematically acquire the Thermo Integrion RFIC with AS-AP Ion chromatography system to replace previous generations of the equipment.


Thermo Scientific is the only manufacturer of the Thermo Integrion RFIC with AS-AP Ion Chromatograhpy system. This system is currently utilized by both the TEDAC laboratory in Huntsville, AL and the FBI Laboratory in Quantico, VA. It is imperative to stay up to date with new technology as the world's primary laboratory combating the IED threat around the world. Additionally this is a high use system and will have a duplicate, back-up system. System duplication ensures a timely turn around for casework, it provides a back-up already in place should the current system suffer catastrophic failure, and as a result, it avoids disruptions to the flow of casework. Additionally, this system requires a reagent-free system with electrolytic sample preparation and eluent generation capabilities, which can only be obtained from the Thermo Interegrion RFIC.


This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code for this requirement is 334516 (Analytical Laboratory Instrument Manufacturing) - less than 1,000 employees.

Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.


Vendors must be registered in SAM, effective July 27, 2019 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is "active," updated, and accurate by the response time of this posting, or your quotation will not be included in the competitive range. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
