This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number assigned to this action is W912QG-19-R-0038. This acquisition is utilizing procedures in FAR Parts 13 and 12 and is issued as a Request for Quote (RFQ) from the USPFO for SC, 9 National Guard Road, Columbia, SC 29201. This acquisition is 100% total set-aside exclusively for Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 339113, with a size standard of 750 Employees. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2019-02 dated 5 Jun 2019 and the Defense Acquisition Regulation (DFARS) Publication Notice 20190628 and are attached.

The USPFO for SC intends to issue a firm-fixed priced purchase order, without discussions, for Brand Name or Equal commercial items listed below. No partial offers will be accepted. Refer to attached for salient characteristics requirements.

All items must be delivered within 30 days after date of contract or sooner. The Government will not be responsible for the product until it arrives at the specified delivery address and has been inspected to ensure it conforms to the terms and specifications of the contract.

Offerors should submit their best offer up front. Do not assume you will be able to revise your offer.


Evaluations will be conducted in accordance with FAR 13.106-2(a)(2). Evaluation criteria is listed in FAR Clause 52.212-2 -- Evaluation -- Commercial Items, refer to attached provisions and clauses.

SUBMISSION GUIDELINES:
Submitted quotes must include the following information or they shall not be considered:
(1) Quotation shall be provided on company letterhead and must include the following company information: Name of Company, address, POC Name/Telephone number/email address, Cage Code, Duns Number, Federal Tax ID number. Include the solicitation number on the form.
(2) Price and discount terms (quote FOB Destination). Submit pricing data for each item of the below items in the following format, ensure the overall total quoted price is included on submission and include warranty information for each item if applicable:

(3) Read FAR Provision 52.212-3 and complete paragraph (b), if required.
(4) To ensure compliance with the Buy American Act, list the country where each item was manufactured.
(5) Include statement that desired delivery date ARO can be met.
(6) There is no additional requirement to submit a history of past performance on similar projects. Past Performance will be evaluated utilizing a combination of information obtained from the Federal Awardee Performance and Integrity Information System (FAPIIS) and Supplier Risk Performance System (SPRS).
(7) Offerors must quote all requested items, no partial offers will be accepted.
(8) IAW FAR 4.1102(a) and FAR Provision 52.204-7; An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation". Offerors may register in SAM at www.sam.gov.


The solicitation closing date is 22 Jul 2019, 10:00am (ET). Submit all offers in response to this solicitation electronically to the Point of Contact, Blake S. Cromer at blake.s.cromer.civ@mail.mil. DO NOT SUBMIT OFFERS THRU FEDBIZOPPS.


Request for additional information must be submitted by electronically no later than 10 Jul 2019, 10:00am (ET). Any question received after stated deadline will not be considered unless the Contracting Officer determines it is necessary for potential offerors to accurately price their proposals. All questions will be consolidated and reposted to FBO for all to view. Phone calls will not be accepted.
