The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to American Super Conductor (AMSC) to provide for the development, test, and delivery of a High Temperature Superconduction (HTS) Degaussing system for a total ship demonstration and prototype installation. The Government intends to make an award in the 2nd quarter of fiscal year 2019.

 The contractor shall provide engineering and technical services that shall include development and fabrication of a total ship prototype HTS degaussing system; testing and qualification of the HTS degaussing system; engineering analysis of HTS technology and integration; engineering support during prototype installation and operation; and the development of documentation for all system modifications including technical manuals, installation instruction(s), installation drawings, final configuration drawings, operation instructions, technical and programmatic reports, test notifications, and trip reports.  Contractor support is required to provide the necessary technical expertise, technical personnel mix and support for all of these efforts.  This will be a new requirement.

Pursuant to 10 U.S.C 2304(c)(1), American Super Conductor (AMSC) is the only responsible source capable of fulfilling the Navy's requirements for the specified effort.   
The proposed award and resulting contract is for HTS cable and equipment that meet the US Navy's requirements for environment and survivability at the lengths required for shipboard degaussing systems for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. 

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.   

Interested parties, however, may identify their interest and capability by responding to the requirement.  The Government will consider all information received prior to the closing date of this synopsis.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
