Navys Environmental Program Requirements Web (EPRWeb) Portal Support Services

THIS SOURCES SOUGHT NOTICE IS AN ADVANCE NOTICE FOR INFORMATIONAL, PLANNING, AND MARKET RESEARCH ONLY. THE NOTICE IS ALSO FOR DETERMINING WHETHER TO SET-ASIDE THE PROCUREMENT FOR SMALL BUSINESSES, AND DETERMINING IF COMMERCIAL SOURCES ARE AVAILABLE. NO SOLICITATION IS AVAILABLE AT THIS TIME. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research.
Respondents will not be notified of the results of the evaluation.

The Naval Facilities Engineering Command (NAVFAC) Naval Facilities Engineering and Expeditionary Warfare Center (EXWC), NAVFAC EXWC is interested in identifying potential sources and gathering information on current capabilities within the market. Information provided may be used by NAVFAC EXWC in refining its requirements definition, selection of technical management and information technology services support and developing its acquisition approach and schedules.

Potential interested sources are requested to respond to this notice NOT LATER THAN 2:00 pm PST, 18 Aug 2017. Firms interested are asked to provide discussion on the following information:

    The Navy seeks web-application development, programming, maintenance, and IT administration of a complex web application, and seeks related business process support services for Navys environmental program to support budget formation, budget execution tracking, and environmental compliance information management, all conducted using the web application.
These IT and related services are to support the Navys Environmental Program Requirements (EPR)Web portal, a complex web application, built on Microsoft stack, using ASP.Net, Visual C(plus plus), SQL Server, and running on MS Windows Server. EPRWeb is currently hosted on government-owned servers at the Commander, Navy Installations Command (CNIC) Service Delivery Point at Navy Marine Corps Intranet (NMCI) Norfolk.
EPRWeb is a registered Defense Business System used by the Navys environmental program for:
-    budget formation and execution tracking
-    data gathering for reports to congress
-    facility information repository
-    document library
-    hazardous waste tracking, and other environmental management purposes
Content within EPRWeb is Unclassified; however a secret-level security clearance will be required for each individual with administrator access to the governments servers.
Other employees (on contract) will not need clearances but must be U.S. citizens.

Contract Tasks would include:
-    Program Management: Requirements development; Coordination, Supervision,
-    IT Development, Maintenance; IT assurance/security; maintaining DOD authorization to operate (ATO), Help desk; Database administration; Server administration,
-    Business Process Support: user training, budget formation assistance, budget execution tracking, custom MS Excel pivot table report preparation, financial data transfer, and similar skilled support.
The following skills, experience, and security requirements are needed:
(1)    Web-Application Development (including IT architecture and Database Design) and Programming in the Microsoft stack (ASP.Net, Visual C(plus plus), SQL Server) environment.
(2)    Information Assurance,
(3)    Experience with Navy Environmental Budget formation and budget execution tracking,
(4)    Possession or ability to obtain individual Employee Security Clearances for specific employees administering government servers; U.S.
Citizens only for other employees on contemplated contract.

To efficiently support the critical and time dependent budgeting process, and other support and reporting functions, key personnel (specifically the Program Manager, and the Senior Business Process Analyst) will need significant experience with, the Navy (NAVFAC) environmental budgeting processes, Navy organizational structures, and a detailed familiarity with the workings of the EPRWeb complex web-application that is the subject of this sources sought announcement. Key Personnel experience must include experience that provides:
(A)    Understanding of OPNAV, CNIC, COMPACFLT, and USFLTFORCOM organizational structures and environmental business processes, including the budget formation (POM) and execution tracking processes and financial systems.

(B)    Expertise with the usage of EPRWeb, including requirement for and function of the fields in EPRWeb, uses of various EPRWeb modules, particularly financial modules; Running and customizing EPRWeb reports.
(C)    Experience with DOD IT requirements, including assembling documentation for authorization to operate (ATO).
(D)    Experience with working with/training Navy environmental staff on proper usage of EPRWeb.
(E)    Knowledge of primary environmental laws, regulations, statutes, and Navy and DOD environmental policies.

All interested sources should respond with brief documentation showing the companys ability to fulfill the skills and experience requirements described above. The specific information the NAVFAC EXWC seeks is:


(1) Name and address of firm;

(2) Business size and socioeconomic classification;
(3) A brief description of company, followed by a summary of your companys relevant capabilities, addressing separately each of the skills, experience, and security requirements numbered (1), (2), (3) and (4) above.
(4) A summary of relevant skills and experience of the company employees who could satisfy Key Personnel experience requirements, identified in letters (A) through (E), above.
Please ensure your response separately addresses each of the letters (A) through (E) bullets, even if some areas are weakly covered.
(5) Any additional company information you desire to offer, but please limit the entire response to a dozen pages or fewer.

All interested parties should specify their Business Size Standard. In addition, Small Business concerns must identify their small business socio-economic categories when submitting their capabilities statement. It is anticipated that the primary North American Industry Classification System (NAICS) Code for this requirement is 541511, Custom Computer Programming Services, with a Size Standard of $27.5 million.
