COMBINED SYNOPSIS/SOLICITATION

 

MEMORANDUM FOR: WOMEN OWNED SMALL BUSINESS CONTRACTORS

SUBJECT:      Simplified Acquisition Proposal Request (SAPR), FA445219RA008, Women Owned Small Business Set-Aside, The Mobility Forum Magazine (TMF).


 


1.  This is a combined synopsis/solicitation for commercial items prepared in accordance


with the format in Subpart 12.6, as supplemented with additional information included in


this notice. It is the intent of the 763rd Specialized Contracting Squadron (763 SCONS)


to award a firm-fixed-priced (FFP) contract to a woman owned small business. This SAPR is for subject project to be awarded pursuant to Federal Acquisition Regulation (FAR) 13 and the specific requirements outlined in this request with attachments.  This requirement is to provide the Headquarters Air Mobility Command Safety Office (HQ AMC/SE) all management, labor, long distance phone service, and transportation necessary to prepare for publishing TMF.  TMR is Air Mobility Command's sole mishap prevention magazine. Features and articles are generally focused on the people and/or operational aspects of AMC's mission with a target focus on safety and risk management. 


 


2.  The selection methodology for award of this contract will be a tradeoff among cost/price and non-cost factors.  The Government intends to award a single, firm fixed price contract for the subject project.  This solicitation has been deemed a Women Owned Small Business Set-Aside in accordance with FAR 19.1505. 

 


3.  A site visit/preproposal conference will not be held for this requirement.

 

4.  Identify any conflict of interest or appearance issues which may be a potential Organizational Conflict of Interest (OCI) in accordance with FAR 9.5, as supplemented, and any solicitation clause(s).  OCI mitigation plans or a statement that no OCI exists should accompany your proposal. Contractors are responsible for immediately notifying the Contracting Officer should any potential conflict of interest arise at any time prior to and/or after contract award.


 


5.  Your proposal must include a cover letter stating a proposal is valid through 30 Sep 19.  Proposals offering less than 30 Sep 19 will be deemed unacceptable. The cover letter shall be submitted on company letter head that includes the company name, address, and a specific point of contact (POC).

 

6.  Questions and Answers / Assumptions and Exceptions:  Contractors are cautioned that all communications are to be channeled through the Contracting Officer.  Any questions whether technical or contractual in nature shall be submitted in writing.  Questions and Answers may be submitted in writing to the Contract Specialist (CS) at russell.lowery.1@us.af.mil CO at sarah.myers@us.af.mil by 10:00 AM (Central Time), (29 Jul 19).  Questions will be consolidated and responses will be forwarded to all Contractors.  No further questions will be addressed on this project after this date. Contractors shall address any assumptions and proposed exceptions to the Contracting Officer (CO) in their proposal. 

 

7.  This SAPR is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the offeror associated with developing a proposal.  The Government reserves the right not to award a contract in response to this SAPR.  Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.


 


8.  Proposals are due by 9:00 AM (Central Time on 06 Aug 19).  Submit proposals electronically to the CS at russell.lowery.1@us.af.mil AND the CO at sarah.myers@us.af.mil. ; All electronic submissions shall reference the complete SAPR number in the subject line.
