The Department of Justice (DOJ), Justice Management Division, Library Staff intends to procure from The Deal online access to all content and databases covering M&A, bankruptcies, auctions, financings and more with full access to The Deal's data dating back to 1999. Access to the database is enhanced with personalized daily alerts on select topics and sector briefings by topics of interest and industry focus.
The Daily Deal provides a unique service and industry coverage that the Antitrust Division relies on to enforce competition laws of the United States. The data is easily accessed by past mergers, by type of acquisition, industry category, and dollar amount. Coverage includes upcoming deals and rumors of deals, information which informs ATR staff in monitoring competition and happenings in their respective industries. The statutory authority for the proposed procurement is 41 U.S.C. 253(c) (1), only one responsible source. Contractors must be fully and actively registered in the System for Award Management (SAM); SAM is a free web-site which consolidates Federal procurement systems. Currently CCR, FedReg, ORCA, and EPLS have been migrated into SAM https://www.sam.gov/portal/public/SAM. The solicitation will not be distributed on the General Services Administration website http://www.fbo.gov. This is not a formal solicitation, however, interested concerns must respond within fifteen (15) days from the posting date of this synopsis with written documentation, detailed data and pricing information that clearly demonstrates their ability to perform the requirement. Responses received as a result of this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either bids or proposals. A determination by the Government not to open this requirement to competition based upon the written responses to this notice is solely within the discretion of the Government. The anticipated period of performance under any resultant purchase orders will be one (1) year. Responses must be submitted to Eddie.Rozier@usdoj.gov. No telephone responses will be accepted.
