Synopsis: The U.S. Army Corps of Engineer (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed price bid for this project. This announcement is for Bonneville Powerhouse 1 Elevator Ventilation Upgrade, located at the Bonneville Dam in Multnomah County, Oregon.

Project Scope: The scope of the contract requires the contractor to cut a hole in the existing external concrete powerhouse wall and install a fan to the existing external wall to provide pressurized air to internal air ducting. Pressurized air ducting is to be installed from the fan to the penetration in the existing external concrete powerhouse wall and on to the machine room and the elevator hoistway. The ventilation fan will be provided from an existing 480VAC panel board to a new control cabinet containing the variable frequency drive and control circuits. Fire Alarm and Signaling System control wiring to initiate ventilation will be connected between the variable frequency drive and the existing Fire Alarm and Signaling System currently serving Elevator 1 and Elevator 2.


Magnitude of Construction: The estimated cost of the project is between $250,000 and $500,000.


Set Asides and Codes: This will be procured under full and open competition. This effort is classified through the North American Industry Classification System (NAICS) under code 237990 - Other Heavy and Civil Engineering Construction. The Small Business Size Standard $36.5M. The FSC is Z2KA - Repair or Alteration of Dams.


Proposal Procedures: The solicitation will be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued.


Proposal Period: The solicitation is scheduled for release on or about 1 June 2018. The tentative date for receipt of proposals is on or about 2 July 2018.
