This is a sources sought notice only. The Natick Soldier Research, Development and Engineering Center (NSRDEC) is seeking information on state-of-the-art emerging technologies and technology concepts relating to Multifunctional Materials used in protective textiles for use by individual Soldiers in different operational environments and different regional environments.


All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses are encouraged from all sources who can fulfill the needs described below.


 The Natick Soldier Research, Development and Engineering Center (NSRDEC) is seeking information on emerging technologies and technology concepts relating to Multifunctional Materials used in protective textiles for use by individual Soldiers in different operational environments and different regional environments. The purpose of this Request for Information is to assess the current status of state-of-the-art technologies from commercial industry involved in producing multi-component fibers and multifunctional fibers, materials, textiles, and other protective technologies that may be leveraged in textile-based applications offering protective benefits with novel functionalities.


Information received from this notice will be used to identify technological gaps, needs, and specific research targets in protective multifunctional material systems that reduce the weight, load, and equipment used in different operational environments and provide capabilities to meet Soldier needs (i.e. vector protection, thermal management, antimicrobial resistance, flame resistance, adaptive/responsive etc.) for executing missions in specific operating environments (Arctic, Urban, Tropical, Subterranean). In addition, information will be used to improve protective Soldier functionalities for future operational environments.


RESPONSES


All interested parties, regardless of size, are encouraged to respond to this request for information. Information submissions should include descriptions of available technology, product literature, and any relevant company background/experience. Responses should include information on how they might address the stated needs.


All information is to be submitted via email (10MB limit) at no cost or obligation to the Government; information provided will not be returned. Responses shall also include the size of the business entity, large or small. The Government will accept written questions by email. This is a Request for Information and submission of information will be used for information and planning purposes only. The Government is not obligated to notify respondents of the results of this notice. This notice is open to all business concerns.


Submissions must be received by (6 February 2018). Responses to this notice should be directed to Dr. Christopher Doona and Dr. June Lum via email (contact information below).This request for information is for informational and planning purposes only and does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP) and is not to be taken as a future commitment by NSRDEC.


All respondents shall include all of the information listed below in the response email:
1. Company name and solicitation number in the email subject line.
2. Company address, telephone number, primary contacts with email addresses.
3. If applicable, product detailed descriptions and how it addresses the stated needs. This can also include current or past performance of providing these products to the Government.
4. Estimated cost, delivery schedule, and any anticipated discounts.
5. If applicable, a GSA schedule.
6. All assumptions, including any assumed Government support.
