It is the intent of the Texas Education Agency (TEA) to solicit proposals to provide product development for the Texas State Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) project ("project") in accordance with all requirements stated herein. Selected contractor(s) will provide background information, a product development plan, and design proposal for materials and resources to support early college information and access efforts across the state.
The project provides services and support to school districts, institutions of higher education, parents, communities, and other GEAR UP projects around the state as they work to ensure that students gain the awareness, knowledge, and skills which enable them to successfully complete high school and successfully pursue postsecondary opportunities. Texas State GEAR UP will develop toolkits of information to be distributed to middle and high schools, community-based groups, higher education entities and service groups throughout the state to assist in their college awareness and success activities. Toolkits will provide materials and media designed to support a comprehensive community approach to the issue of postsecondary preparation and success by focusing on the importance of students, parents, educators, and business and community members in encouraging high student achievement.
The proposer should design the toolkit using the media and messaging that the proposer feels will be most useful to students, parents, educators, and community groups. The toolkit must be structured in a way that allows the project to cover requisite topics and must be able to be produced on a large scale and distributed statewide in a cost-effective manner. The project is also interested in ensuring that the products are based in current research regarding college preparation, access, success and outreach.
