The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, hereby issues a combined solicitation/synopsis for furnishing all equipment, materials, and labor to remove two (2) existing 500 gallon propane underground fuel storage tanks (USTs) and one (1) aboveground fuel storage tank (AST) and replace these tanks with a total of three (3) 500 gallon aboveground propane fuel storage tanks (AST).

The work will be performed at the following locations:

The requirements for this project include:


1) Removal of the specified existing propane underground/aboveground fuel storage tank system;
2) Provision and installation of replacement aboveground propane pressure vessels fuel storage tank;
3) Provision and installation of propane fuel storage tank monitoring systems;
4) Removal and replacement of propane fuel system service piping; and
5) Documentation of field services.


The Contractor shall provide all permits, approvals and insurance coverage required by local, state and federal authorities. All work will be closely coordinated with each local authority for airport operations and will comply with all inspection requirements from project stakeholders.


A detailed statement of work is set forth in the attached Request for Quotation (RFQ) of this combined solicitation/synopsis. The applicable North American Industry Classification System (NAICS) code for this requirement is 237120 and the small business size standard is $36.5M. This procurement is conducted in accordance with FAR Part 13, Simplified Acquisition Procedures as FULL AND OPEN COMPETITION.


The Volpe Center uses electronic commerce to issue RFQs and amendments to RFQs. Paper copies of these documents are not available, and hard copies will not be mailed. The solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (FedBizOpps) website at the following address: http://www.FBO.gov. Potential offerors desiring to receive electronic notification of the solicitation posting and availability for downloading must register on the Federal Business Opportunities (FedBizOpps) website at the following address: http://www.FBO.gov. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor.
