This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of Joint Base McGuire-Dix-Lakehurst, New Jersey (JB MDL). This notice is intended strictly for market research. The purpose of this Sources Sought is to determine the interest and capability of potential qualified firms relative to the North American Industry Classification Code (NAICS) 611710 - Test Proxy Administrator. Responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Vendors are reminded that only Contracting Officers are authorized to commit the government to the obligation of funds. At this time no solicitation exists, therefore, do not request a copy of the solicitation.
JB MDL is seeking interested sources for a possible contract.
DESCRIPTION OF SERVICES: The non-personal services Test Administrator supports Joint Base McGuire-Dix-Lakehurst (JBMDL) Education and Training Section. The Test Administrator supports the voluntary off-duty education program and mandatory upgrade training requirements. Tests include but are not limited to the Defense Activity for Non-traditional Education Support (DANTES), Federal Aviation Administration (FAA), Professional Military Education (PME), Defense Language Proficiency Tests (DLPT), Career Development Course (CDC) and other voluntary education testing programs.
PRIMARY TASKS: Contractor is responsible for administering the following exams:
• All Air University Education Logistics and Communications (AU A4/6) tests including CDCs and non-resident PME.
• Any tests specifically required by an education institution that would include admission tests,
• Tests requested to be administered by eligible personnel, such as correspondence course and qualification/certification exams.
• Any test required by the Air Force that is not normally administered through Military testing, such as Type 6 exportable course exams.
• Examinations identified on the most current FAA Airman Knowledge Test Authorization Matrix.
• Other tests used in local advisement or guidance programs, to include career assessment and interest inventories, as requested by the Test Control Officer (TCO).
All potential offerors are encouraged to submit a response.

Interested parties shall furnish the following minimum information:
1. Company name and address.
2. Company point of contact name, telephone number and email address.
3. Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information: parent company, joint venture partners, and potential teaming partners.
4. If the company holds a Federal Supply Schedule (FSS) Contract, please list the GSA Contract Number and relevant SINS.
5. Capabilities/Qualifications: A short written response stating your capacity to fulfill this requirement.
