The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI); Project Manager for Instrumentation, Targets, Threat Simulators and Special Operations Forces Training Systems (PM ITTS); Instrumentation Management Office (IMO), in support of the Test Network Modernization (TNM) effort, is seeking 8(a) contractors  that are capable of providing subject matter expertise in the areas of Engineering, Implementation and Security, Information Assurance and Training, for medium-to-large IP and optical networks.

Specifically, required capabilities include: long term network planning and upgrade, expertise in IP and optical test network assessments, optical fiber infrastructure assessment networks scalability and security, theoretical and practical knowledge of network equipment, configuration, integration and testing, open systems standards architectures, hardware capabilities and configuration, network design verification and validation, installation, information assurance (RMF). The anticipated North American Industry Classification System (NAICS) Code for this effort is 541512, Computer Systems Design Services.


Background:


TNM is an Army program aimed to upgrade and modernize existing test ranges' network technologies and capabilities. The upgrade will consist of replacing and planning for end of life network equipment, increasing network bandwidth, providing scalability for future network expansion, providing and enhancing network management capability, ensuring network robustness, resiliency and redundancy. The TNM effort will encompass five test ranges across the United States. The expertise sought under this announcement will directly impact the Government's ability to accomplish the TNM mission.


Requested Information:


a) OEM certifications on network equipment and understanding of current and future technology to include design and integration
b) Knowledge of large and small networks, and how to scale up and down to adjust size (node to node distance and number of nodes) in terms of CORE, Distribution and Edge plus user access points.
c) Type of networks designed, integrated and implemented, include examples plus how you may insert technology to go from 1G or 10G to 40G or 100G at CORE and outward.
d) Experience in configuring networking equipment across multi-vendors spanning optical and Ethernet mediums.
e) Experience in enterprise modernization strategies to include key aspects of network modernization strategy identifying the highest priority network modernization goals.
f) Understanding of DoD Risk Management Framework, Security/Information Assurance, and network devices.
g) Knowledge of Computer Hardware Enterprise Software and Solutions (CHESS) and other mechanisms to procure IT components
h) Describe your company and how you interact with your customers (IPT environment, collaborative, other).
i) Describe how your company configures teams based upon the scope, skillsets, and technology needed to perform the work. (i.e., a simple network within a small footprint versus a complex large scale network covering an extended distance)
j) Please confirm your eligibility status under the SBA 8 (a) program.
k) Does your company have a certified cost accounting system?
l) Provide your current level of security clearance.
m) Provide the name, mailing address, phone number and email of your designated point of contact(s).
