Title: Terry Steiner International:shall provide broadcast rights for National Geographic
television programming currently aired on National Geographic Channel, Nat Geo
Wild and any other succeeding channels to AFN .


INTRODUCTION:


This is a Sources Sought to determine the availability and technical capability of all both large and small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required services.


Description(s):


The objective of this requirement is to acquire a follow on contract to Terry Steiner International for broadcast rights to National Geographic television programming currently aired on National Geographic Channel, Nat Geo and any other succeeding channels to AFN to reproduce and distribute This contract is for the acquisition by the Defense Media Activity, Contracting Office, in support of the American Forces Network - Broadcast Center (AFN-BC), hereinafter referred to as the "Government", of a license agreement to provide broadcast rights to its television programming licensed by Terry Steiner International aired on various channels throughout the United States to AFN-BC to reproduce and distribute, provide live feeds or recorded copies of authorized programs and provide access to affiliate information data networks .


2. LICENSE


The Defense Media Activity (DMA) is seeking authorized sources to acquire a follow on contract and support agreement for the Inc. This requirement is to procure permission for AFN to broadcast each program or portions of programs that is limited to such rights as Terry Steiner International may actually have upon the date a request for permission to record and/or distribute such program is granted. This purchase of the programming is to enable the American Forces Network - Broadcast Center (AFN-BC) to support the American Forces Network (AFN) mission. AFN currently support troops around the world and afloat. Terry Steiner International Inc. brand name products include, but are not limited to non-gratis programming on channels broadcast rights to National Geographic television programming currently aired on National Geographic Channel, Nat Geo Wild and any other succeeding channels to AFN to reproduce and distribute, provide live feeds or recorded copies of authorized programs and provide access to websites and cleared promos.
CLIN 0001 (Base Period):


The contractor shall shall provide broadcast rights to National Geographic
television programming currently aired on National Geographic Channel, Nat Geo
Wild and any other succeeding channels to AFN to reproduce and distribute,
provide live feeds or recorded copies of authorized programs and provide access to
websites and cleared promos. AFN will distribute the programming by encrypted,
digitally compressed satellite transmission system (currently Cisco's PowerVu
Plus) and/or by mail to authorized AFN television outlets outside the contiguous
United States for their non-commercial distribution/presentation via television
broadcast frequencies, encrypted, digitally compressed satellite transmission,
and/or closed-circuit distribution systems.


License Period - August 1, 2019 through July 31, 2020.


CLIN 1001 (Option Year 1):


The contractor shall shall provide broadcast rights to National Geographic
television programming currently aired on National Geographic Channel, Nat Geo
Wild and any other succeeding channels to AFN to reproduce and distribute,
provide live feeds or recorded copies of authorized programs and provide access to
websites and cleared promos. AFN will distribute the programming by encrypted,
digitally compressed satellite transmission system (currently Cisco's PowerVu
Plus) and/or by mail to authorized AFN television outlets outside the contiguous

Contractor shall be authorized to provide television and radio program listings support including program listings origination and daily posting of program listings information online and to GFE scrolling program guides.


SPECIAL REQUIREMENTS: N/A SOURCES SOUGHT:
The anticipated North American Industry Classification System Code (NAICS) for this requirement is 512120, with a size standard of 32 Mil. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code.


To assist DMA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.


 


In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).



SUBMISSION DETAILS:


Responses should include:
1) Business name and address;
2) Name of company representative and their business title;
3) Type of Small Business;
4) Cage Code;
5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.)
6) Certification that the vendor is an authorized provider of these services including technical software and hardware support through Tribune Media Services.

Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format.

Please be advised that all submissions become Government property and will not be returned.
