The State of Tennessee, Department of Human Services (DHS), issues this Request for Information (RFI) to solicit information from the vendor community that will be used to assist with the development of a Request for Proposals (RFP). The planned RFP will seek proposals to implement a web-based, integrated case management, case tracking, and management reporting system to support the Rehabilitation Services program. The RFI seeks information to establish realistic system project timeframes and costs that will be used to support planning efforts and RFP development. DHS is interested in developing an RFP that promotes vendor competition and creative technical solutions.
This RFI is an earnest attempt to become aware of and knowledgeable about products and solutions in the marketplace that will address current and future technology needs to support the Rehabilitation Services program. For more information about the Rehabilitation Services program, please visit

The goal of the Department of Human Services in issuing this RFI is to explore state of the art, comprehensive technologies that will enhance the Division of Rehabilitative Services ability to provide timely, quality services to clients, and streamline the work effort for approximately 600 field and state office staff. A major emphasis in this technology initiative will be the creation of a totally paperless case management system.
The Division of Rehabilitation Services is seeking a technical solution that will support policy rules (state and federal) in a scalable, modular approach so that modifications and additions to policy can be implemented in a timely fashion. The desired solution will address the following functional needs:
Case management including the collection of applicant data (demographic, employment, income, disabilities, medical, etc.), administration of assessments, development of Service Plans, monitoring case progression through all status levels, and case closures.
End user alerts/notifications for specified case management milestones.
The ability to inquire on all cases and to transfer cases/caseloads from one region/office to another region/office.
The ability to track all services provided to a client, including authorization, invoice, and funding source functionality.
Budgeting functionality to easily and quickly allocate, update and view budgets for clients at the State, Region, Office, and Counselor levels.
Statistical and management reports on an as needed basis through real time ad hoc capability, as well as through regularly scheduled jobs at both the aggregate and detailed level. Reports should satisfy all federal reporting requirements.
The capability to scan documents related to a case, record identifying information about the document in the system, and link that document to a case. (File Net is the state standard for document imaging. There are no existing scanned documents which will need to be converted.)
The ability to maintain a register of individuals needing Blind and Deaf/Blind Services.
Monitor the population of Rehabilitation Services eligible clients under an Order of Selection.
The ability to perform business functions at the States Community Rehabilitation Centers.
Role based security.
