This is a pre-solicitation notice. Network Contracting Office (NCO 21) intends to issue a Request for Proposal (RFP) to result in a single-award Indefinite Delivery Indefinite Quantity (IDIQ) for temporary medical staffing for each health care system one for VA San Francisco Medical Center (SFVAMC) and one for VA Northern California Health Care System (VANCHCS).
Statement of Need:
The purpose of this acquisition is to provide contracting support for temporary medical staffing needs for both SFVAMC and VANCHCS. Both medical centers require contractor support to supplement their staffing with respect to Critical Care Registered Nurses (RN), Med/Surgery Registered Nurses (RN), Chronic Hemodialysis Nurses (RN), Radiology Nurses (RN), Post Anesthesia Care Unit Nurses, Operating Room Nurses, Emergency Room (RN), Chemotherapy Nurses, Licensed Practical/Vocational Nurses (LPN/LVN), Nursing Assistants (NA), Nurse Practitioners (NP), Monitor Technicians, Instrument Technicians, Surgical Technicians, SPS Technicians, and Medical Support Assistants to augment in-house staffing.
This is a per diem staffing requirement. In other words, the requirement is on a random, as-needed basis. Before utilizing contractor support for VA staffing the VA will use its own VA intermittent employees. Consequently, most of the contractor support is not scheduled in advance and is required within up to 24 hours of notice. As a result, it requires an extensive pool of candidates from each of the required labor categories to meet the needs on a random, unscheduled basis. Moreover, all candidates must successfully pass a background check and be approved through the VA s credentialing process that can take anywhere from several weeks to a few months.
Interested offerors will be required to submit at least 50 or more candidates for each health care system with the proposal submission to include the employee s name, their place of residence, their start date with the offeror, a copy of their license, and an indication as to which facility(ies) they are available to work.
Additionally, since both health care systems are Joint Commission Accredited, the interested offerors should identify if they are certified with Joint Commission as a temporary medical staffing firm and provide a copy of the certification.
Solicitation:
The anticipated release date will be in December 2017 with proposals due in early January 2018. The NAICS is 561320 Temporary Help Services with the size standard of $27.5M. The Product Service Code is Q401 Medical Nursing. Interested offerors should continuously check FBO (www.fbo.gov) for the solicitation. This requirement will be set-aside as a total small business set-aside. Limitations on Subcontracting will apply.
