This is a combined Synopsis/Solicitation for a Total Small Business Set-aside
The Vermont Army National Guard has a requirement to establish a Temporary (Turn-Key) "Base Camp" operation with life support for 300 personnel (i.e. housing (including cots and flooring), power and lights, showers, and latrines) on a daily basis. The Performance Work Statement and Quality Assurance Support Plan detail all the specific requirements: Attention to detail in quotes is critical as evaluation factors will determine lowest price, technically acceptable.
Summary: The place of performance will be in the vicinity of Training Area 4A, Ft Drum, New York 13602 with a period of performance that will begin on 31 May 2017 through 16 June 2017. The base camp has to be 50 percent operational on the 31st and be completely operational by 7:00 a.m. on the 2nd of June. Demobilization of base camp will commence 16 June 2017 at 12:00 p.m. and should be completed by 19 June 2017 12:00 p.m. so that the unit can clear Range Control.
The Base Camp at a minimum will provide potable water for showers and sinks and provide for the contractor to maintain all waste water removal and disposal on a daily basis in accordance with New York State Environmental Laws (see NYS Waste Transporter FAQs attached). The potable water system will be certified for potable use and maintained in accordance with the most current editions of Technical Bulletin Med 577, SANITARY CONTROL AND SURVEILLANCE OF FIELD WATER SUPPLIES and FM 21-10 FIELD HYGIENE AND SANITATION. The government will provide a potable water supply point. Vendor will be responsible for wastewater disposal.
The Base Camp should include a variety of small, medium, or large tents to allow for easy division based on the population density of males to females. Approximately 200 males and 100 females.
The Base Camp housing area will include appropriate power generation, HVAC, and exterior and interior (tent) lighting in order to maintain a safe working environment.
The Base Camp housing area will include Trash and recycling removal in accordance with all Ft. Drum's local policies. Ideally, two (2) garbage cans per tent (1 trash 1 recycling) with a centrally located dumpster for each variety of refuse/donnage.
The Base Camp will need an on-call emergency response team and point of contact to make necessary repairs from normal wear and tear and damage to any of the Base Camps infrastructures within 4 hours. The showers, sinks, and latrines will also require daily inspection and cleaning.
