This is a Sources Sought Notice for Switchboard Services

(a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited.

(b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal.

(c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law.

(d) This Sources Sought is issued by VISN 2 Contracting Office in Albany, NY for the purpose of collecting information about Switchboard Operator at the Stratton VA Medical Center 113 Holland Ave Albany, NY 12208, Syracuse VA Medical Center 800 Irving Avenue, Buffalo VA Medical Center 3495 Bailey Ave, 14215, and the New Jersey Health Care System East Orange Campus 385 Tremont Ave, East Orange, NJ 07018. The VA is seeking to provide for this requirement as of October 1, 2019 to replace an expiring contract. The NAICS code identified for this requirement is 561421 Telephone Answering Services. The purpose of this of this notice is to find interested and capable Service Disabled Veteran Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSBs) to provide for the services at each of these sites as a stand-alone requirement.

(e) Cursory market research has identified that there are Ability One Contractors capable of performing these services. If there is insufficient SDVOSB or VOSBs for a set-aside solicitation, then the contracting authority will proceed to pursue the existing Ability One contract options. Contractors that are able to meet the requirement of providing onsite switchboard operators for call fielding direction and paging system service are encouraged to email a capability statement and full information to Anthony Murray at Anthony.Murray2@va.gov. The capability statement should provide documentation to support performance of switchboard services, including but not limited to, contracts that demonstrate past experience with reference point of contacts.

- Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business (VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. Failure to provide supporting documentation or capability statements will result in your company being deemed non-responsive.
