PRE SOLICITATION NOTICE

Requirement: Initial base work consists of developing, crushing, and stockpiling 15,000 tons of Class II Aggregate (3/4 inch minus) from a government provided source (Telephone Flat Pit) and installation of a gate on 44B17A to limit access to the Telephone Flat Pit. All erosion control and associated permitting will be the responsibility of the contractor. A pit plan of operation will be required prior to commencing work.

The project is located on the Doublehead Ranger District of the Modoc National Forest, southeast from Medicine Lake. The project site can be reached by traveling south from Klamath Falls, Oregon on HWY 139, turning left on County Road 97 towards Medicine Lake, and making a left turn on the 44B17A that provides access to the Telephone Flat Pit.

Estimated Magnitude (Price Range): Between $100,000 and $250,000

Contract Time: It is estimated the project will start around August 1, 2018 and be completed by September 15, 2019.

Set Asides: This procurement is being solicited as a small business set-aside. The North American Industry Classification System (NAICS) Code is 212321. The related small business size standard is $500 employees.

Solicitation Info: Solicitation is being conducted under FAR Part 13 and 36. All responsible sources may submit a quote, which shall be considered. The anticipated posting of this solicitation is on or about April 18, 2019.

Site Visit/Pre-proposal Conference: A formal site visit/pre-proposal conference will not be held. Prospective bidders are urged to visit the site on their own. Please contact the point of contact listed in the solicitation to ensure access to the site is available as some roads may be impassable due to weather.

Bonds: A bid guarantee will be required if your quote is over $150,000.  In addition there is a requirement for payment and performance protections (payment bond and performance bond or Irrevocable Letter of Credit (ILC)) if quote is over $150,000. The payment bond and performance bond or ILC will be for 100% of the award price and be submitted within 10 days after contract award.

Inquiries: Any prospective bidder desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing, not later than 5 calendar before the closing date, to allow a reply to reach all prospective Quoters before submission of their quote. Oral explanations or instructions given before the award of a contract will not be binding. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Notifications: In accordance with FAR 5.102(d), the government is limiting the availability of the solicitation to electronic medium through this posting to FBO.gov. Notification of any postponements and any amendments to this solicitation will be posted on this website. It is the sole responsibility of the bidder to continually view this website for any amendments made to this solicitation. Award notifications will be made to this notice. Early notification will not be made to any quoter except Awarded Contractor.
