Communications wants to purchase and implement telephone billing software designed to integrate and consolidate all telephone bills and voice system costs into a single monthly invoice for internal charge backs. The software must be capable of maintaining inventory of County telephone equipment, circuits, Billing Telephone Numbers (BTNs), and Direct Inward Dial (DID) and non-DID numbers assigned to County departments. It must enable the County to compile and generate monthly reports on all charge backs to internal customer departments for voice related goods and services. The reports should be made accessible on the County intranet (internal program).

The Telephone Systems Division pays AT&T for lines, trunks, circuits, DID numbers, local and long distance calls, one time installations, time and material repairs and other voice communications related services. It also pays monthly invoices for voice systems maintenance, a dedicated technician, recurring software licensing, and invoices for other services and products to other vendors who provide voice related services to the County. The costs paid out to vendors must be charged back to County agencies and departments.

AT&T charges the County by BTNs. The County then charges back costs to departments/agencies based on the DID numbers and some non-DID numbers and routing codes assigned to client departments. The County currently has approximately 12,000 DID numbers on multiple Avaya voice telephony platforms. (See specific requirements in Section D)
