The Army Contracting Command-New Jersey (ACC-NJ) at Picatinny Arsenal, NJ 07806-5000, on behalf of the U.S. Army, Research Development and Engineering Command, Armament Research, Development and Engineering Center (RDECOM-ARDEC), is conducting a market survey to identify potential qualified sources capable of providing field support for specific tasks, which shall include the transportation of mobile vans to various sites within the Continental U.S., setup and checkout of mobile van systems to support field operations, calibration of mobile van systems to support data acquisition and data reduction analysis, test and qualification of flight hardware, monitoring of launch operations and system performance evaluation.

In addition to field support, the contractor shall also be cable of providing support at our local facility. Specific tasks shall include, but are not limited to, fabrication and assembly of cables, cable harnesses, test boxes, electronic circuit boards, as well as other prototypes and test objects. It should be noted that there may be more than one simultaneous field operation or task scheduled at one time, at any of the locations within the Continental U.S. where field test operations and fabrication efforts are being conducted. Potential sources must exhibit in-depth experience, knowledge, and ability to operate independently in the design, development, fabrication, test and utilization of High-G projectile telemetry and electronics and cabling systems. The High-G projectile telemetry and electronics systems are used to obtain in-bore and in-flight projectile telemetry data while experiencing acceleration forces of more than 20,000 to 50,000g's. Some future tasks may involve High-G forces in excess of 100,000g's. Examples of typical projectiles to be telemetered include 105mm, 120mm, 155mm, and various other mortar rounds. Furthermore, the electronics and cabling systems could be employed on any type of vehicle or weapon system within the current or future Army or Marine inventory.


It is anticipated that a Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract type will be issued to support FY17-21 requirements, with an estimated value of $5M.


Interested sources who feel they are capable of providing the above technical services are invited to submit the following:


a) Provide evidence of company's capabilities.
b) Description of facilities, personnel, past performance, and environmental compliance as it relates to the above technical services.
c) Provide evidence of Quality Assurance programs to support these technical services.
d) Provide name, address, point of contact, telephone, email, and size of business (specify Large, Foreign-owned, Small, Small Disadvantaged, 8(a) concern, Woman-Owned Small, Historically Underutilized Business Zone concern, Veteran-Owned Small, or Service-Disabled Small).
e) Provide evidence that the company and their employees have or are able to obtain security clearances in order to work on classified projects and hardware.


This market survey is for planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the US Government. NAICS Code 541712 and SIC Code 8733 are applicable to this market survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information submitted will be held in a confidential status. The contractor shall provide all information requested in this notification by 3:00 PM (EST), 3 January 2017 by electronic mail at no cost to the US Government.
